SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the Supervisor, Human Capital Strategy within the Office of Human Resources and Development (OHRD), serves as a lead in leveraging new and existing processes and technology to improve MCPS programs and initiatives related to talent acquisition and the human capital continuum. Collaborates within OHRD and other offices to develop and implement mechanisms to assist schools to effectively recruit and retain highly qualified teachers, principals, and specialists in core academic areas. This includes strategic and operational focus on linkage between MCPS acquisition of talent and the development, deployment and advancement of that talent. Works closely with Department of Recruiting and Staffing, Department of Certification and Continuing Education and Department of Professional Growth Systems to streamline communication and ensure efficiencies related to support of MCPS employee population. Delivers service improvement through the linkage of multiple HR functional areas including recruitment, workforce planning, diversity initiatives, and HR process re-engineering.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of talent acquisition, human capital management, participation/leading of high-performing teams; Knowledge and application of the professional growth systems for MCPS. Excellent interpersonal, communication, technology, and data skills. Demonstrates leadership; outstanding human relations and relationship management skills; strong oral and written communication skills. Ability to influence, implement and manage change. Knowledge of public education; recruitment, working knowledge of the organization, functions, and key personnel of the school system.
EDUCATION, TRAINING, AND EXPERIENCE: Bachelors degree from an accredited college or university. Masters preferred. Experience in human resources, recruitment, and education; combination of each is preferred. Experience with projects and team collaboration. Other combinations of applicable education, training, and experience, which provide the knowledge, abilities, and skills necessary to perform effectively in the position, may be considered.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Develops and implements strategies and activities to recruit, hire, and retain highly qualified teachers and principals.

Provides analytical support for business decision-making and provision of HR data to support change management related to support of new and existing Human Capital initiatives (ex: Workforce Diversity)

Participates and in some cases drive the assessment of HR operational process gaps and initiate resulting development activities focused on providing innovative and scalable solutions that enable MCPS in hiring highly qualified teachers.

Collaborates on staffing and recruitment, workforce planning and strategic analytics/methodologies with other HR team members; evaluate industry standards and recommends competitive strategies and appropriate business models for MCPS staff.

Provides strategic sourcing/talent acquisition expertise relative to job board placements, search engine optimization, and search engine marketing efforts on behalf of MCPS in reaching and recruiting qualified professionals from populations underrepresented in the teaching profession.

Partners with the Department of Recruitment and Staffing, to provide support implementing and managing MCPSs recruiting through social media channels such as; Facebook, Twitter and LinkedIn, etc. in order to recruit, retain, and develop the best employees in public education.

Works closely with internal and external stakeholders to manage content and metrics for existing recruiting applications as well as analyze sourcing ROI to identify the most effective sourcing channels for the acquisition of best in class talent to MCPS.

Provides staff support the Office of Associate Superintendent Human Resources & Development as needed.

Performs related duties as required.
