SUMMARY DESCRIPTION; PHYSICAL DEMANDS; AND SPECIAL REQUIREMENTS: Summary Description: Under the direction of the Director of Student and Data Systems, coordinates the development and management of learning management and student information systems in alignment with district priorities and initiatives. Coordinates system-wide planning, project management, and communication for core aspects of the student information system including, parent and administrator modules, and new development. Supervises staff and coordinates resources in the execution of system configurations, functional requirements, customizations and application development to address school, program, and district needs. Engages and collaborates with key stakeholders including central services staff, school-based staff, parents, business and postsecondary partners, and community members to assess end-user needs and system requirements. Physical Demands: None Special Requirements: Ability to work extended hours, including nights and weekends, as required by program activities.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE SKILLS ABILITIES: Thorough knowledge of industry research and best practices related to learning management and student systems technologies. Proven ability to effectively manage staff and resources for concurrent projects to deliver solutions on time and within budget. Experience with the full application development process including requirements gathering, design, deployment, quality assurance, communication, and user support. Ability to coach and develop the capacity of staff. Ability to collaborate with schools, departments, and offices to identify and accommodate user requirements in system functionality. Knowledge of MCPS policies, regulations and practices. Requires excellent project management, technical, interpersonal, and oral/written communications skills. Outstanding administrative or supervisory skills desired.
EDUCATION, TRAINING AND EXPERIENCE; CERTIFICATE AND LICENSE REQUIREMENTS: Education Training Experience:Bachelor's degree from an accredited college or university required. Minimum of five years of experience successfully planning and implementing student systems technology. Considerable experience in student information systems in education required; experience in a K-12 environment preferred. Experience in project management. Other combinations of applicable education, training and experience which may provide the knowledge, abilities, and skills necessary to perform effectively in the position considered.Certificate License:None

DUTIES AND RESPONSIBILITIES:

Example Duties:Meets regularly with director and office leaders to communicate status of student systems.Leads multiple teams in the gathering of requirements, system application development, configurations, testing, and implementation of new student system applications.Coordinates the implementation of a multi-year implementation plan for student systems; and collaborates with key stakeholders on implementation needs.Collaborates with district leaders to ensure alignment of systems with district priorities.Identifies key results and measurable outcomes to evaluate system effectiveness and improved customer services to determine areas of improvement for the department.Develops, supervises, and evaluates staff; and coordinates resources to align to strategic student system efforts.Engages in personal professional development activities to maintain currency with industry-wide best practices.Directs staff responsible for the development and enhancement of information technology applications providing information on students.Understands and applies principles of performance evaluation and professional growth for employees.Performs related duties consistent with the scope and intent of the position.
