SUMMARY DESCRIPTION; PHYSICAL DEMANDS; AND SPECIAL REQUIREMENTS: Summary Description: Under direction, assists with the administration and coordination of, and participates in the Division of Equity Assurance and Compliance dispute resolution and compliance functions. Assists with monitoring placement data including racial/ethnic data for special education programs. Monitors placement data of students in special education. MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE SKILLS ABILITIES: Thorough knowledge of federal and state special education laws and regulations and of Individualized Education Program (IEP) procedures. Ability to prepare witnesses and represent Montgomery County Public Schools (MCPS) in special education administrative hearings. Ability to prepare division staff to participate on behalf of MCPS in special education mediations. Excellent organizational, interpersonal, and communication skills. Ability to collect, analyze and interpret data relative to all functions of the division. Ability to supervise and motivate professional staff.
EDUCATION, TRAINING AND EXPERIENCE; CERTIFICATE AND LICENSE REQUIREMENTS: Education Training Experience:Law degree from an accredited law school. Training, course work or experience in special education. Knowledge of racial/ethnicity issues related to student placements in special education programs.Certificate License:Admitted to the Maryland bar.

DUTIES AND RESPONSIBILITIES:

Example Duties:Prepares cases and represents MCPS in special education administrative hearings.Coordinates and oversees the work of the division¿s compliance specialists.Coordinates administrative reviews, mediations, due process hearings, and complaints filed with the Maryland State Department of Education and the Office for Civil Rights. Assists with the analysis of data and the preparation of special reports.Conducts training on special education procedural compliance and overrepresentation issues.Performs related duties as required.
