SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction, coordinates and supervises the activities of the certification team as they relate to the certification laws of the Maryland State Department of Education (MSDE) for certificated employees of MCPS and the federal guidelines for No Child Left Behind (NCLB) highly qualified (HQ) requirements. Serves as certification liaison on local and state committees; Guides team members in reviewing pre/post employment credentials, transcripts, advise new and current employees regarding their certification status. Oversees the processing of certificate applications with the Maryla nd State Department of Education and is responsible for the maintenance of certification records for MCPS and MSDE. Meets regularly with or provides information to directors, principals, and staffing coordinators to determine certification requirements. Oversees the processing of requests for advanced salary placement; reviews educator credentials for teacher, specialist and administrative positions and conducts official evaluations to determine eligibility for certification; ensures Code of Maryland Regulations (COMAR) standards for all MCPS educators; and provides timely information and assistance to educational staff in all stages of the certification process; Maintains and monitors all MCPS contingencies and requirements.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of the State of Maryland bylaws regarding certification requirements, policies and procedures; thorough knowledge of MCPS certification and employment requirements; knowledge of university courses and teacher preparation programs leading to Maryland certification; skill in the assessment of credentials and experience in the interpretation and application of standards, regulations, and policies; ability to manage multiple tasks, ability to establish and maintain harmonious working relationships; skill in the use of standard office software/technology; excellent organizational skills; and excellent oral and written communications and human relations skills.
EDUCATION, TRAINING, AND EXPERIENCE: A bachelors degree and two years satisfactory experience working in certification, preferably as a Certification Authorized Partner Associate (CAPA) or A bachelor¿s degree and 6 years of professional teaching or administrative work in Education, Educational Administration/Supervision, or a related field in or affiliated with an education program or A master¿s degree or equivalent 36 post baccalaureate credit hours of course work in Education, Educational Administration/Supervision, or a related field and 4 years of professional teaching or administrative work in or affiliated with an education program.
CERTIFICATE AND LICENSE REQUIREMENTS: Holds certified authorized partner (CAP) status or ability to achieve CAP status within 6 months to one year of hire.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Supervises and evaluates certification staff.
Advises MCPS contracted educators regarding teacher, specialist, and administrator certification requirements.
Completes transcript analysis for salary and certification purposes.
Maintains and updates HRIS records related to certification status of MCPS educators.
Reviews and responds to requests for information on certification and salary applicability of specific courses.
Monitors recent developments in the field of certification and adapts changes into existing MCPS practices
Reviews and validates the certification status of all new educators.
Oversees certification renewal processes for January and July cycles.
Collaborates with Office of Shared Accountability to provide NCLB/HQ annual data to MSDE
Facilitates activities required for Title I and Title II and other MSDE audits.
Reviews certification practices and provides recommendations for improvement of existing practices.
Collaborates with director of Association Relations concerning contract changes related to certification.
Serves on committees with United States Department of Education (USDE), MSDE, and MCPS and various other groups where certification or related issues are relevant.
Provides information related to certification for the Bridge to Excellence, Master Plan.
Creates and updates the MSDE Educator Information System (EIS) with data pertaining to educator certificate information.
Provides certification training to assistant principals, and staffing coordinators related to applicants and new educators.
Prepare documentation necessary to respond to MCEA educator grievances related to certification and/or salary advancement.
Attends quarterly MSDE HR director¿s meeting and MSDE CAP meetings
Serves as backup for department director when needed.
Performs related work as required.
