WORKING TITLE: Coordinator, Bilingual Assessment Team (BAT) GRADE: N MONTHS: 12
SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the director of the Division of Psychological Services (DPS), coordinates services provided by permanent and temporary part-time, bilingual psychologists, instructional assessment specialists, and speech language pathologists to ensure a high-quality program that supports the strategic plans for the Office of Special Education and Student Services (OSESS), the Department of Student Services (DSS), DPS, and Montgomery County Public Schools (MCPS). Implements the Professional Growth System (PGS). Prepares and conducts professional learning for schools and offices; screens, interviews, and recommends candidates for employment; and helps manage the daily operations of the BAT unit, including assigning assessments, monitoring and authorizing purchases of tests and materials; ensuring the accuracy of the bilingual assessment and language dominance database; and responding to and resolving issues and complaints. Represents the director and/or division in DSS and MCPS meetings. Gathers information needed for administrative decision making; prepares correspondence and reports; and carries out directives to support the unit.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Expert knowledge about language development of English Language Learners (ELLs), cultural proficiency, variables that impact language development and achievement, and recognized practices for assessing students bilingually or with interpreters. Thorough knowledge of federal and state laws and regulations (e.g., Individuals with Disabilities Education Act; Section 504 of the Rehabilitation Act of 1973); Maryland State Department of Education and Montgomery County Board of Education policies; and MCPS regulations. Strong leadership; human relations, oral and written communication, and conflict resolution skills; ability to respond to direction and implement actions with limited supervision. Exercises initiative and effectively represents the director and positions of OSESS and DSS. Ability to manage and complete multiple assignments while remaining calm under pressure. Ability to learn/utilize a variety of technological applications and databases. Fluent in English and a second language preferred. Knowledge of the MCPS Teacher PGS and the professional standards for psychologists, specialists, and speech pathologists and knowledge of the MCPS Supporting Services PGS required.
EDUCATION, TRAINING, AND EXPERIENCE: Masters degree or Doctoral degree in school psychology, special education, or speech pathology from an accredited college or university. Experience administering individual tests to ELLs and writing assessment reports required. Successful completion of Observing and Analyzing Teaching (OAT) I and OAT II, either prior to or during the first 12 months of assignment.
CERTIFICATE AND LICENSE REQUIREMENTS: Meets Maryland State certification requirements for supervisor and principal or Administrator I. If candidate does not currently meet state certification for Administrator I requirements, candidate must complete certification requirements for Administrator I within one year of position start date.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) Some stair climbing to access schools/buildings. Some lifting may be necessary to move boxes of student records and test kits (up to 25 pounds).
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Availability for evening meetings as necessary; available beyond the duty day to make and receive telephone calls related to coordinating services.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Monitors referrals and coordinates delivery of language dominance and bilingual assessment services.

Monitors workload and timelines, and reassigns language dominance and assessments when necessary.

Verifies accurate, timely, and comprehensive data submitted by staff members and entered in the BAT database.

Prepares annual, quarterly, and monthly system-level summary reports.

Conducts bilingual psychological assessments, bilingual speech-language assessments, and/or language dominance and bilingual educational assessments depending on their specific certification.

Leads team meetings.

Designs and delivers professional learning for schools and offices regarding language development of ELLs, language dominance determination, bilingual assessment, testing ELLs with interpreters, and cultural proficiency.

Screens and interviews candidates for temporary part-time positions.

Conducts pre- and post-observation meetings with instructional assessment specialists, psychologists, and speech pathologists; conducts formal and informal observations; and completes written post-observation conference reports.

Evaluates performance of psychologists, instructional assessment specialists, and supporting services employees, and develops and implements improvement plans for underperforming employees.

Coordinates the preparation, review, and approval of employees¿ Professional Development Plans.

Provides professional supervision and support for instructional assessment specialists, psychologists, and speech pathologists,

Responds to requests regarding BAT services, budgets, grants, and data.

Represents MCPS management and division on committees and workgroups.

Performs related duties as assigned.
