SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the associate superintendent of Employee Engagement and Labor Relations, the coordinator provides program/project planning, implementation, analysis, and evaluation of the critical contract administration, employee engagement, professional learning, labor relations, and compliance initiatives. Work requires the analysis and assessment of unique circumstances and issues. Coordinates and collaborates with school-based, central services and outside organizations on special projects as assigned by the associate superintendent. Works with appropriate staff to develop memos, presentations, and other products. Plans, coordinates, and facilities system wide meetings and trainings across a broad range of areas that include employee and labor relations, contract administration, regulation and policy review and development, and employee conduct and investigations. Works with associate superintendent on strategic planning, process, and performance management programs. Establishes and maintains a strong, positive working relationship with school-based and central services staff and leaders. Facilitates timely delivery of products and services aligned with the office¿s and districts strategic priorities, strategic plans, and other system initiatives.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of MCPS organization and the Board of Education. Strong understanding of the MCEA, MCAAP/MCBOA, and SEIU Professional Growth Systems. Thorough knowledge of current practices and procedures in program development, professional development, interest-based bargaining and leadership, and assessment of programmatic needs to support continuous improvement efforts. Ability to forge positive relationships with staff and community based on transparent, two-way meaningful communications. Skill in communicating and providing engaging adult learning opportunities. Demonstrated comprehensive project and process management skills utilizing information technology systems. Ability to interpret guidelines and apply judgment to nonstandard situations. Ability to manage multiple complex projects and achieve results within required time, functionality, performance, quality and budget requirements. Strong experience in using technology to improve communication and employee engagement, and facilitate timely access to information and participation. Ability to prepare papers and presentations on key work efforts. Ability to exercise independent initiative, establish priorities, organize resources, and make procedural decisions and judgments on sensitive, confidential issues. Ability to work with a diverse team with excellent planning, organization, management, communications (oral and written) and interpersonal skills. Exceptional leadership and supervisory skills, and the ability to maintain confidentiality. Knowledge and application of the six leadership standards that have been established for the Montgomery County Association of Administrators and Principals (MCAAP/MCBOA) Professional Growth System (PGS).
EDUCATION, TRAINING, AND EXPERIENCE: Masters degree from an accredited college or university in educational administration, human resources, or supervision preferred. Five years experience in process management, comprehensive data analysis and data driven decision-making; managing projects that require substantial interaction across all levels of an organization and community stakeholders. A minimum of two years of progressive experience as a school-based or central services administrator, preferably in a school system, and experience utilizing strategic models for developing and monitoring key work processes and key performance indicators. Demonstrated excellence in leading the design of professional development and adult professional learning. Other combinations of applicable education, training and experience, which provide the knowledge abilities and skills necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: A current Maryland state Administration and Supervision certificate required.

SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Occasional unpaid overtime and attendance at weekend and evening meetings.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Serves as an expert resource providing district-wide technical support to schools and offices regarding MCPS negotiated agreements and related policies and regulations.

Provides leadership support for the initiatives and projects within the Office of Employee Engagement and Labor Relations.

Coordinates and leads the design and implementation of differentiated, job-embedded professional development and/or training to meet stakeholders¿ needs and MCPS goals.

Identifies key data to monitor that will support building awareness and understanding in implementing all negotiated agreements.

Serves as key support to the associate superintendent in fostering productive and effective relationships with our employee associations.

Identifies, monitors, and analyzes key data to provide information about the effectiveness of the office¿s supports for school-based and central office administrators.

Performs on-going project management functions: identifies planning, leading, organizing, managing, and reporting progress and outcomes for critical projects.

Provides professional learning and system-wide technical support to central and school based staff members related to MCPS contract, contract administration, employee conduct, discipline, investigations and human resource compliance.

Conducts research and identifies potential areas of compliance risk, in consultation with the Office of General Counsel and other staff, to develop and implement action plans for continuous improvement of practices.

Remains abreast of current legislation, legal issues, and requirements of the U.S. Department of Education, the Maryland State Department of Education, and other relevant agencies.

Gathers and analyzes grievance, administrative complaint, and investigation data and reports to the associate superintendent and office leadership.

Mediates, investigates, and engages in proactive problem-solving to identify and resolve structural and recurring grievance and administrative complaint topics.
Demonstrates exemplary written and oral communication skills. Prepares and edits reports, memos, and letters that are highly sensitive and confidential.

Assist in the development and tracking of the office¿s operating budget.

Performs related duties consistent with the scope and intent of the position.
