WORKING TITLE: Coordinator, School Counseling GRADE: N MONTHS: 12
SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the director, Student Well-Being & Achievement, in the Office of Student and Family Support and Engagement (OSFSE), coordinates the school counseling program. Serves as a liaison to Montgomery County government, the Maryland State Department of Education (MSDE), institutions of higher education, community service agencies, and businesses.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: General knowledge of relevant MSDE and MCPS policies, regulations and procedures as related to school counseling. General knowledge of school counseling program, including career and technology education and college planning. General knowledge of and experience with restorative justice and practices, and alternative learning programs. Thorough knowledge of developmental needs of students and culturally relevant intersections. Ability to competently and constructively communicate with parents, school leaders and local and state agencies. Ability to manage records, financial accounts, and grant funding. Ability to lead and motivate staff, to plan and implement professional development activities, use standard computer technology to maintain enrollment information and provide information to schools. Excellent oral and written communication and organizational skills to speak effectively to synthesize and summarize information to both large and small groups.
EDUCATION, TRAINING, AND EXPERIENCE: Masters degree from an accredited college or university in school counseling, and/or educational program and policy development. Minimum of five years experience as a school counselor with demonstrated leadership in assessing student needs through planning, developing, implementing, and evaluating student-focused programs, and professional development. Three years experience working with students and parents from diverse cultures. Any combination of applicable education, training, and experience, which provide the knowledge, abilities and skills necessary to perform effectively in the position.
CERTIFICATE AND LICENSE REQUIREMENTS: Meets Maryland state certification requirements for school counselor and supervisor of school counseling services. Meets state certification for Administrator I. Completion of OAT I or II, or completion within one-year of the position start date.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) None.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Evening or weekend work occasionally, as needed.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Develops and coordinates in-service professional development activities and workshops.

Contributes to review and establishment of school counseling priorities.

Prepares reports, and disseminates information regarding the trends identified by school counselors.

Monitors the implementation of school counseling programs, and confers with staff to provide feedback for essential program improvements.

Assesses needs for school counseling services, which will enable students to achieve to their fullest potential in the educational program, K to 12.

Develops high quality school counseling programs and reviews regularly for continuous improvements.

Supports implementation of restorative justice and restorative programs in schools.

Supports student counseling needs and recommends appropriate strategies related to student development in alternative learning programs.

Plans, develops, and coordinates credit and noncredit courses and workshops for counselors and school based administrators to support school counseling program implementation in traditional school settings and alternative learning programs.

Liaise with external partners that may serve as academic and behavioral health resources for counselors to use with students and parents.

Conducts school site visits, including alternative learning programs, and shares information with school principals and the Office of Student and Family Support and Engagement, as appropriate.

Maintains liaison with the MSDE, colleges and universities, and professional organizations, carrying out collaborative efforts that will be beneficial to MCPS students.

Prepares grant applications, manages and monitors program budgets, in accordance with MCPS financial policies, procedures, and systems.

Serves as a resource to parents who have questions/issues regarding school counseling and resolves their issues/complaints.

Performs related duties consistent with the scope and intent of the position.
