SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the executive director in the Office of Teaching, Learning and Schools (OTLS), this individual is responsible for managing the development of grants, fiscal and programmatic monitoring of grants for OTLS in accordance with federal/state regulations to ensure the appropriate execution of grant funding. Major responsibilities include, but not limited to a strong understanding of relevant local, state and federal grants, grant writing, fiscal and programmatic progress monitoring, and executing grant requirements and application of knowledge of grants to ensure alignment with the MCPS strategic plan. Works collaboratively with central and school-based staff members and key stakeholders to effectively design, implement, and monitor requirements of multiple grants. Provides coaching to the grant owners to facilitate effective grant submission, execution and compliance within all established timelines.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES:
EDUCATION, TRAINING, AND EXPERIENCE: Masters degree from an accredited college or university with specialization in the area of education, curriculum, administration or other related fields. A minimum of five years of experience writing and executing grants with proven success in meeting compliance and timeline expectations. Demonstrated successful experience in planning, coordinating, and collaborating with a variety of stakeholders. Demonstrated leadership experience in schools or central office, including oversight of projects or professional development initiatives is preferred. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.

SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Ability to conduct evening or weekend public information sessions.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Participates in the analysis of data to guide decision-making, grant development, and supports the development and implementation of grant-funded projects.

Works collaboratively with teams within the Office of Teaching, Learning and Schools to track grant funded professional learning.

Organizes the design, planning, and implementation of grants established to promote achievement of local priorities and state mandates that result in the institutionalization of improved teaching and learning.

Prepares required reports; manages expenditures and accounts for grant activities; recommends allocation of grant funds according to the needs and best utilization; maintains files, records, and/or expenditure controls.

Keeps knowledgeable regarding ongoing and new grant development, execution and compliance of grant related activities.

Serves on system, office, and department project teams;

Performs a variety of duties to support the Office of Teaching, Learning and Schools

Performs related duties consistent with the scope and intent of the position.
