Summary Description:
Under the direction of the Director, is responsible for overseeing the discipline hearings for students who are suspended and recommended for expulsion. This includes monitoring hearing documentation from schools; conducting hearings; providing guidance to other hearing officers, school administrators and pupil personnel workers as it pertains to policy, legal and procedural issues; and recommending disciplinary outcomes. Conducts Change of School Assignment (COSA), Complaint from the Public, residency, transportation, and other appeal investigations and provides guidance/feedback to other hearing officers. Works with the director to monitor office workflow; help review appeal reports; collaborate with office staff and TPT hearing officers; analyze data and write related reports; conduct training for school administrators; and serve on central based workgroups and committees. Serves as the Title IX coordinator and is responsible for collecting and analyzing compliance data related to student welfare, including child abuse and neglect, sexual harassment, and Title IX; reporting trends; and implementing responsive measures. Determines, develops, facilitates, and monitors professional learning related to Title IX compliance. Serves as acting director as needed.

Thorough knowledge of Montgomery County Public Schools (MCPS) and Maryland State Department of Education (MSDE) policies and procedures, including: those related to disciplinary action, and as it pertains to students with disabilities and with Section 504 Plans; due process rights; mandated timelines; and procedural guidelines. Thorough knowledge of Title IX processes and procedures: federal, state, and local law, regulations, principles, practices, and strategies related to all areas of student welfare and compliance. Demonstrates strong organizational and managerial skills as well as strong written and verbal communication skills to work effectively with staff; administrators; parents; students, and colleagues throughout MCPS. Demonstrated ability to develop, facilitate and deliver effective training to adult learners. Ability to analyze and report data, using identified trends to inform appeal recommendations. Strong human relations skills, especially when dealing with anxious and upset parents. Ability to adhere to mandated timelines and respond to urgent needs as they arise. Must be able to obtain knowledge of and apply the six leadership standards that have been established for the Montgomery County Association of Administrators and Principals Administrative and Supervisory Professional Growth System. |
Education Training Experience:Bachelor’s degree from an accredited college or university in any of the following areas: general education, special education, school administration, personnel or public administration, counseling, criminal justice, social work, legal studies or pre-law, child abuse and neglect, sexual harassment, Title IX, school safety and security and compliance issues pertaining to local, state and federal regulations. Master’s degree preferred. At least five years of school related experiences and/or similar related experiences of supporting schools, students, and/or families. Experience with appeals, hearings and/or conducting investigations highly preferred. Other combinations of applicable education, training, and experience that provide the knowledge, abilities, and skills necessary to perform effectively in this position may be considered.Certificate License: None |
Example Duties:1. Works closely with parents, students, schools, and central based staff to identify appropriate interventions and programming for students who are repeatedly suspended, recommended for expulsion, court adjudicated, or unsuccessful in comprehensive school settings. 2. Establishes effective and consistent communication between the school system, and communities for disciplinary procedures and change of school assignments. 3. Collects, monitors, and analyzes data in an effort to increase the academic achievement of all students, primarily African American and Hispanic students.4. Works collaboratively with the associate superintendent for special education and student services, as well as directors and associate superintendents from Office of School Support and Improvement. 5. Conducts hearings for students suspended for ten days and recommended for expulsion; and prepares related reports, recommendations, and correspondence.6. Investigates and makes recommendations regarding appeals pertaining to student, transfers, graduation, transportation, athletic waivers, residency, and Complaints from the Public. 7. Assists the Director of Student Conduct and Appeals in collaborating with staff, reviewing cases with hearing officers, and managing office workflow. Serves as acting director as needed. 8. Represents the Division of Equity and Organizational Systems on committees and work groups. 9. Collaborates with county agencies to support students and families.10. Collaborates with other MCPS central based offices to support the effective and consistent implementation of Restorative Justice; Behavior Threat Assessments; Systemwide Discipline; and the development of MCPS policies and procedures.11. Plans and delivers training as needed to support the implementation of discipline policies, restorative justice practices and other related policies.12. Co-chairs monthly Alternative Programs Admission Committee meetings.13 Acts as a resource to support schools, staff and parents regarding student discipline and dangerous community behavior.14. Responds to principal, parent, and staff inquiries regarding appeal policies and procedures.15. Serves as the Title IX coordinator. 16. Determines, develops, facilitates, and monitors professional learning for school-based staff and central offices in child abuse and neglect, Title IX, student bullying, and sexual misconduct, hate-bias incidents and other student welfare and safety issues. 17. Extensive knowledge and application of BOE policies, and regulations JHC, ACF, ACA, JFA-RA, JHF, JHG-RA, IOH-RA, and guidelines related to: Student Gender Identity Matters; and Respecting Religious Diversity. 18. Inputs, analyzes and monitors system-wide compliance data, determines trends, and develops timely reports and proactive and reactive measures in response to needs related to child abuse and neglect, Title IX, and other student serious incidents. 19. In collaboration with other office develops and monitors reporting procedures for schools and offices regarding issues of compliance including child abuse and neglect, sexual harassment, Title IX, hate-bias, religious diversity, LGBTQ, student bullying, and other areas of compliance related to student welfare and protection. 20. Performs other duties as appropriate to the position. |
