SUMMARY DESCRIPTION OF CLASSIFICATION: Under the general direction of the virtual academy leadership, coordinates and provides leadership for the virtual academy curriculum, assessment, instructional program planning, development, and implementation. Provides leadership for supporting and communicating with administrators and teachers implementing the program. Keeps abreast of national and state trends in virtual learning for essential program improvements. Articulates the program to staff and community. Observes and evaluates assigned staff, manages projects, and establishes procedures to fulfill responsibilities and improve the countywide virtual program. This includes defining, leading, and coordinating staff in implementing effective uses of interactive instructional technologies that transform teaching and learning. Collaborates with school-based and central office staff on ensuring a high-quality program in alignment with MCPS processes and school supports. Works with the department director and supervisor to develop memos, presentations, and other products. Plans, coordinates, and facilitates department/division/unit meetings. Works with department divisions/units on strategic planning and process management.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of current educational principles, best practices and procedures in program development, staff training, instruction, instructional technology, and assessing program needs in the assigned instructional specialty area. Thorough knowledge of Montgomery County Public Schools (MCPS) organization and administration of curriculum, assessment, instruction, policy, student achievement data, and federal and state laws related to curriculum, assessment, and instruction. Knowledge of national, state, and local standards and assessments and ability to apply them to curriculum and classroom instruction. Knowledge of comprehensive program development and monitoring, grant writing, and current research -. Ability to support and communicate with administrators and teachers implementing the program. Ability to manage multiple complex projects and achieve results within required time, functionality, performance, quality and budget requirements. Thorough knowledge in the educational uses of data to improve student achievement; and knowledge of how schools use data and information and change management strategies for professional development and staff support. Knowledge of effective practices for instruction to meet the needs of a diverse student population. Ability to design and deliver professional development. Ability to work effectively with principals, staff, and parents, as well as state and national colleagues to implement and monitor the instructional program in diverse school settings. Strong experience in using technology to improve instruction, to better meet the needs of all learners, and foster student participation and engagement. Excellent planning, organization, management, communications (oral and written) and human relations skills. Ability to prepare papers and presentations on key work efforts.
EDUCATION, TRAINING, AND EXPERIENCE: Master's or Master's Equivalent (MEQ) from an accredited college or university with emphasis on teaching, school leadership, curriculum, instruction, and/or instructional technology; minimum of five years outstanding teacher level experience; staff development teacher, resource teacher, team leader, department chair experience, or equivalent central office leadership desired; demonstrated excellence in leading the design of professional development on the use of instructional technologies. Successful recent leadership experiences in assessing program needs, curriculum and assessment development, instructional practices, program implementation and staff training desirable. Experience in data analysis of student achievement, grant writing, policy and regulation development desirable. Experience with instructional technology applications to support teaching and learning, curriculum development, staff training, program and student accountability, and communication.
CERTIFICATE AND LICENSE REQUIREMENTS: Meets Maryland certification requirements for Administrative and Supervisory certification or will be eligible for certification within 12 months of assuming the position. Successful completion of Observation and Analysis of Teaching I. Successful completion of Observation and Analysis of Teaching II either prior to or during the first year of assignment.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

1. Works with the virtual academy leadership to implement systematic procedures to assess program effectiveness.

2. Assumes responsibility for specific areas of administration and management assigned by the virtual academy leadership; uses administrative and management practices to promote the efficient and effective operation of the program.

3. Shares responsibility for establishing and maintaining a safe and welcoming environment that demonstrates respect for the students and families, including the prompt and positive handling of student behavior concerns.

4. Assists with master schedule to guarantee proper curriculum implementation.

5. Assists with communication and coordination of programmatic aspects with regular school programs including testing, enrollment, and student wellbeing.

6. Supports the development and monitoring of implementation of the instructional program in the areas of assigned responsibility to address local and state mandates and priorities.

7. Plans and manages curricular and instructional improvements and disseminates information about successful practices.

8. Keeps knowledgeable regarding ongoing and new program development. Reviews best practices, recent literature, and research studies and reports. Evaluates findings and suggests changes or modifications to improve existing programs. Applies information/results of research and studies to instructional program.

9. Coordinates and leads professional/instructional staff in building a repertoire of strategies that send messages of high expectations for all students through the use of innovative technologies.

10. Analyzes student achievement data to improve instruction, curriculum, assessment, and program.

11. Oversees and coordinates the management of textbooks, instructional materials and equipment.

12. Coordinates articulation of curriculum between grade and school levels.

13. Participates in and coordinates the design and implementation of differentiated, job-embedded professional development and/or training to meet stakeholder needs.

14. Provides and coordinates customized training and skill- building opportunities for virtual academy employees on using interactive technologies to facilitate school improvement, monitor instruction, and facilitate communication.

15. Oversees efforts that plan for students with special needs (i.e., GT, ELL, special education) to ensure that the instructional program meets their needs, specifically through the integration of innovative technologies.

16. Stays abreast of the latest research, best practices and system-wide data in order to provide leadership in the development of high-quality curriculum, assessments, and instructional innovations and practices that incorporate the powerful uses of innovative technologies.

17. Coaches, mentors, observes, and evaluates employees on the effective use of curriculum, pedagogy, technology, and assessment.

18. Collaborates with other MCPS offices and departments to develop integrated curricular units and assessments.

19. Participates in interviewing, and hiring.

20. Demonstrates exemplary written and oral communication skills.

21. Applies knowledge of current research to practice and models a variety of research-based best practices.

22. Keeps abreast of national and state trends in discipline to obtain information for essential program improvements.

23. Supervises assigned staff, manages projects, and establishes procedures to fulfill responsibilities and improve countywide program.
