Implementation Coordinator, Blueprint for Maryland's Future

SUMMARY DESCRIPTION OF CLASSIFICATION: Employed by Montgomery County Public Schools (MCPS), under the supervision of the chief of staff for the superintendent of schools, and jointly appointed by Montgomery County Government (County) and MCPS, the implementation coordinator oversees all aspects of implementation of the Blueprint for Maryland's Future (Blueprint). The work of the implementation coordinator is guided and supported by a joint steering committee, including stakeholders from the county government and institutions, MCPS, and other community stakeholders. The implementation coordinator provides oversight, input and recommendations aligned with the Blueprint outcomes and ensures compliance with all criteria established by the State of Maryland's (State's) Accountability and Implementation Board (AIB). In particular, the coordinator leads and coordinates the development and submission of implementation plans by governing units operating in Montgomery County. In so doing, the coordinator establishes collaborative relationships with the Montgomery County Executive, the Montgomery County Council, County agencies, higher education institutions, economic development organizations, childcare providers, nonprofit entities and any other State or local governmental unit that the AIB identifies in its Comprehensive Implementation Plan. The coordinator facilitates productive communication and outcomes to further the work and progress of Blueprint implementation.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Education Knowledge- General & MCPS Specific: Thorough knowledge of education principles and programmatic needs for all levels (pre-K to Grade 12); Knowledge of Montgomery County early childhood services, including those that serve three- and four-year-olds in families most impacted by poverty; Knowledge of special education services and compliance, programs that serve high poverty, high needs schools and schools with high ELL populations; Knowledge of MCPS special education services and resources for high needs, high poverty schools and students; Knowledge of MCPS curriculum, career readiness programs, and other programs such as STEM, Advanced Placement, International Baccalaureate program, dual enrollment opportunities; and Knowledge of college readiness and retention and higher education pathways. Local, State, and Federal Processes Knowledge: Working knowledge of MCPS and County budget processes; Knowledge of County agencies, programs and resources; Knowledge of federal, state, county public education law; Knowledge of government funding and grants processes; Working knowledge of Blueprint for Maryland's Future and related legislation, as well as the requirements of the AIB Comprehensive Blueprint Implementation Plan; Ability to monitor human resources metrics specific to hiring high-quality, diverse teachers; Understanding of various teacher certifications and optimal qualifications; Knowledge of County programs and resources available to families and students (health/mental health needs, disabilities, ELL, high poverty); and Ability to lead and facilitate meetings and communications between County and MCPS to share and obtain necessary information, supports, funding and actions needed to implement the Blueprint and related programs. General Skills Knowledge of human resources, recruitment and hiring principles; Excellent human relations skills and communication skills, both oral and written; and Excellent project management skills.
EDUCATION, TRAINING, AND EXPERIENCE: Master's degree from an accredited college or university with specialization in areas of curriculum, education, administration, human resources or personnel administration or equivalent experience; five years or more experience in a supervisory, leadership, or management position in a K through 12 school system (preferred); considerable experience with the analysis and use of student and/or employee data to inform policy and practice; extensive experience with establishing, cultivating, and maintaining relationships inside and outside of the organization; demonstrated experience in project management, program development, implementation and evaluation; experience in organizational and management analysis; recent experience in a responsible business financial administrative detail-oriented position in a large public service organization preferred.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

1. Ensures that MCPS is meeting the criteria established in the AIB's Comprehensive Implementation Plan (AIB's Plan to be adopted by February 15, 2022; criteria to be established by April 1, 2022). This includes the following areas: elevating standards for college and career readiness; expanding pre-K programs; providing comprehensive wrap-around support and services to students (i.e., students with disabilities, English Language Learners, high poverty); and recruiting, hiring and retaining high-quality, diverse teachers.
2. Leads the development of the school district's Blueprint implementation plan to be submitted to the AIB (by June 15, 2022).
3. Establishes and facilitates Montgomery County Blueprint Implementation steering committee, an envisioned joint effort between MCPS and County officials, offices and agencies to ensure productive communication, intended outcomes, and compliance with Blueprint implementation as established by the AIB.
4. Participates in the County's budget process to ensure proper and equitable allocation of funds (County and State) for programs and efforts that support the implementation of the Blueprint.
5. Provides input on MCPS budget and allocations relative to Blueprint implementation and relevant programs and services.
6. Reviews and analyzes MCPS student data to assess MCPS compliance with Blueprint standards for college and career readiness and the provision of student services. Provides appropriate feedback and recommendations.
7. Evaluates and provides input and recommendations on the expansion of pre-K programs.
8. Reviews and analyzes human resource metrics to ensure MCPS compliance with the Blueprint and provides relevant input and recommendations as needed.
9. Serves as liaison between MCPS and the County to facilitate ongoing, collaborative efforts to implement the Blueprint.
10. Keeps abreast and informs MCPS and County of new legislation related to the Blueprint and new or updated criteria of the AIB and offers recommendations for implementation and compliance.
