SUMMARY DESCRIPTION OF CLASSIFICATION: Under the direction of the School System Medical Officer (SSMO), the OSSMO coordinator is responsible for supporting and aligning bodies of work within the vision, mission, and goals of the OSSMO in matters related to the health of students, staff, and families within Montgomery County Public Schools (MCPS). Collaborates and communicates with internal stakeholders in planning and implementation of proactive, preventative measures in safeguarding MCPS students' health and the overall well-being of the MCPS community members and their families. Initiatives include but are not limited to system-wide community health strategies, school-based health services, other health and wellness initiatives for students or staff, and ongoing assessment of district health needs in support of programmatic improvements in school health. Works closely with Montgomery County Department of Health and Human Services (DHHS), community and government partners, MCPS Staff and other pertinent organizations to support, plan, and operate programs to address health-related concerns that may arise and impact the MCPS community. Co-leads and serves as the contact person for identified partnership programs, and works collaboratively with staff on projects and initiatives as determined by the SSMO.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Expertise in public health or health related field, particularly related to children, youth, and families. Experience in mental health, school-related health, and knowledge of safety standards and regulations impacting the school environment is preferred. Strong data analysis and data-driven decision-making skills; Demonstrated ability to plan, coordinate, and implement wellness and health related services; ability to mobilize local resources in response to emerging and crisis events; ability to work effectively with community, governmental, and other organizations to serve students; excellent and audience-centered communication skills, both orally and in writing; working knowledge of operational confidentiality considerations including information sharing restrictions under HIPAA and FERPA regulations. Strong meeting, group facilitation, and human relations skills.
EDUCATION, TRAINING, AND EXPERIENCE: A Master's degree or higher from an accredited college or university in a relevant field, such as public health, health services research, somatic, or mental health; or a Bachelor's degree in nursing, plus five years of clinical work experience. Minimum two years' experience leading or supporting organizational initiatives in health promotion, health care services, or public health. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

1. Reviews and evaluates programs and services within the school district to assure provision of comprehensive health services for students; 2. Collaborates with school leaders, DHHS, Maryland State Department of Education, and related entities that support public health to assure implementation of local compliance with school health requirements and plan local school initiatives; 3. Leads and assists cross-functional and multi-disciplinary teams to coordinate system-wide health initiatives; 4. Advises the Policy Management Committee and the superintendent of schools of recommended changes to MCPS Policies and related procedures and Regulations, respectively, in accordance with legislative actions, state and federal regulations, and best practices in school health to assure provision of comprehensive health services for students; 5. Utilizes serious incident data, population health, and other health-related community data to make recommendations for programmatic offerings to schools, and design and implement programs and activities in support of the health and well-being of students; 6. Reviews, updates and assures implementation of required health related training and professional development for district staff; 7. Collaborates and communicates with DHHS, the Maryland Department of Public Health, and school district and/or building leaders to monitor health through community health assessments and registries, and promote and encourage healthy behaviors, respond to and assist communities in recovery, and help students and families access health services; and serves as a resource to schools, students, and families; 8 Collaborates with DHHS and school leaders to assess health trends to identify health risk factors specific to communities, report and/or manage the response, including but not limited to communicable disease cases; 9. Prepares grant applications related to public health initiatives, and manages monetary funds; 10. Provides information to the school community, including students, families, and staff, on local health programs and services that are available to improve access to care; 11. Develops and delivers effective, targeted, and culturally appropriate health education programs for schools and families to inform school communities of health promotion practices, disease prevention, and public health outbreaks;12. Assists in the development of policies and regulations, strategic planning, and community health improvement planning to address public health concerns and health disparities, including maternal and child health issues, adolescent health and wellness, and overall nutrition;13. Performs other related duties consistent with the scope and intent of the position.
