SUMMARY DESCRIPTION OF CLASSIFICATION: Under the direction of the associate superintendent, develops, coordinates and supports systemwide out of school time programs and student experiences aligned to the MCPS strategic plan goals and Maryland Leads Grant specifications. The coordinator also supports the evaluation of curriculum and instructional programs relative to curricular and special programs. Primary responsibilities include development, implementation, monitoring, and evaluation of all aspects of a comprehensive, districtwide out of school time program that meets the needs of high-priority, targeted students. Collaboration with school-based and central office staff, community partners, and a consultant to secure partners and develop, implement, and evaluate the out of school time programs. Provides facilitative support for evaluation of curricular and special programs including data analysis, coordination of expert review panels, and reporting. This is a grant funded position ending June 30, 2024.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of current educational principles, practices and procedures in program development, professional development, instruction, equitable practices, and assessment of program needs to improve learning. Thorough knowledge of Montgomery County Public Schools (MCPS) organization, administration, policies and instructional programs, Maryland State Department of Education (MSDE), Maryland School Assessment program outcomes, and federal and state laws related to instructional responsibility. Knowledge of culturally responsive practices and materials and experience teaching and communicating across disciplines and with diverse student and community populations. Highly skilled in using district data platforms to identify and analyze data aligned to program outcomes and using multiple measures to collaborate with colleagues to diagnose program strengths and needs to improve instruction. Specific expertise in the educational uses of data to improve student achievement and evaluate programs. Ability to effectively work across MCPS offices and with principals, specialists, teachers, community partners, vendor organizations, and state and national colleagues to implement, monitor, and evaluate out of school time and instructional programs. Excellent planning, organization, management, data analysis, communications (oral and written) and interpersonal skills. Ability to prepare reports, papers and presentations for the superintendent and Board of Education that include effective data displays and analysis of progress.
EDUCATION, TRAINING, AND EXPERIENCE: Master's degree from an accredited college or university with specialization in the area of responsibility and coursework in PreK-12 curriculum and instruction. Five years outstanding teaching or related experience in the appropriate subject and at the appropriate level. Administrative or supervisory experience is desirable. Successful recent leadership experiences in assessing program needs, curriculum development or evaluation, program implementation, grant and contract writing, budget, facilitation of stakeholder groups and partnerships, and project management desirable. Experience with computers and instructional technology to support program development. Other combinations of applicable education, training, and experience that provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Meets Maryland certification requirements for administrators and principals or Administrator 1. A&S certification required.

SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Frequent extended-day work required. Occasional attendance at evening Board of Education, PTA, committee meetings, and Out of School Time events.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Organizes the design, planning, implementation, and evaluation of system-wide out of school time programming to promote student achievement and engagement in alignment to the MCPS strategic plan.

Plans and manages countywide programs related to local initiatives and priorities and state mandates.

Collects data and prepares responses to requests for information about out of school time and program evaluation; interprets the work to the Board, staff, parents, and community; keeps abreast of latest research, developments, and techniques related to system initiatives and priorities.

Works with directors to evaluate instructional and special programs including data analysis, coordination of expert review panels, and reporting.

Provides timely reports related to student participation and performance in programs such as advanced literacy and mathematics, criteria-based programs, One- and Two-Way Immersion, gifted and talented, etc. and provides support to program supervisors for ongoing monitoring of strategic plan metrics.

Plans and coordinates activities that involve parents, community, and the business sector in support of out of school time programs and program evaluation to support student academic success.

Prepares required reports, correspondence, and annual budget requests; manages expenditures and accounts for countywide activities; recommends allocation of grant funds according to the needs and best utilization; maintains files, records, and/or expenditure controls.

Collaborates with other MCPS offices and departments, community groups, and partners to develop out of school time programming and collaborates with other offices to monitor the effectiveness of the programs.

Incorporates strategies and programs that align with federal and state guidance, in addition to locally developed programs.

Implements processes relating to payroll, budget, and vendor contracts or agreements.

Completes required reports and participates in local, state, and federal evaluations as needed.

Provides communications support and collaborates with the Department of Communications as needed to facilitate website updates, biweekly promotion of events, information, and highlights, and other communication needs as they arise.
