SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the Educational Foundation Executive Director and the Office of Chief of Staff (COS), this individual is responsible for managing the Educational Foundation scholarship awards and grantmaking processes, in alignment with the MCPS strategic plan. Major responsibilities include, but are not limited to, designing and effectuating scholarship and grant opportunities for MCPS students and educators through the use of specialized grants software, the engagement of community members in the scholarship review and awards process, development and implementation of scholarship and grant programming. This individual also works collaboratively with central and school-based staff members and key stakeholders to effectively design, implement, and monitor requirements of multiple grants. The Grant Manager also is responsible for the fiscal and programmatic monitoring of grants that are received by the Educational Foundation, in accordance with the grantmaker's requirements to ensure the appropriate execution of grant funding. An understanding of relevant nonprofit and foundation grantmaking policies and procedures, grant compliance monitoring, outcomes collection, and reporting is desired.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Proven ability to develop and coordinate grant and scholarship programs. Knowledge of the MCPS Educational Foundation and its core values and mission. Thorough knowledge of grant requirements, grantmaking processes, scholarship applications, and review and awards processes. Ability to manage and oversee proper use of grant funds and activities in a public or non-profit, large scale organization. Exceptional user knowledge of computerized information systems and ability to obtain, review and report data to ensure proper use of funds and accurately record information related to grants, scholarships, and their recipients. Excellent oral and written communication and human relations skills and ability to build and maintain positive relationships with internal and external stakeholders.
EDUCATION, TRAINING, AND EXPERIENCE: Master's degree from an accredited college or university with specialization in the area of education, curriculum, administration or other related fields. A minimum of five years of experience executing grants with proven success in meeting compliance and timeline expectations. Demonstrated successful experience in planning, coordinating, and collaborating with a variety of stakeholders. Demonstrated leadership experience in schools or central office, including oversight of projects or professional development initiatives is preferred. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Must learn the Foundant software

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Designs scholarship and grant applications for online application and review processes. Participates in the review of scholarship and grant applications to guide decision-making, program development, and supports the development and implementation of grant-funded projects. Works collaboratively with teams within the appropriate offices under the Deputy Superintendent to track grant funded professional learning. Reviews required reports, expenditures, and accounts for grant activities; recommends allocation of grant funds according to the needs and best utilization; maintains files, records, and/or expenditure controls. Keeps knowledgeable regarding ongoing and new grant development that includes the Educational Foundation as the grant recipient; and execution and compliance of grant-related activities. Serves on system, office, and department project teams; Performs related duties consistent with the scope and intent of the position. Performs a variety of duties to support the Educational Foundation
