SUMMARY DESCRIPTION OF CLASSIFICATION: Under the direction of the director, coordinates the development, implementation, monitoring and expansion of the comprehensive Montgomery County Public Schools (MCPS) Student Leadership and Student Service Learning (SSL) programs to identify, and develop student leadership and student service learning programs and resources at the local school, system, and community levels. Coordinates and provides training to school-based student service learning coordinators and non-profit agencies, students, parents, and community representatives as they relate to the MCPS student service learning program. Monitors and assesses student service learning progress data towards graduation. Identifies and coordinates/facilitates additional areas of curriculum growth and service learning partnering agencies that expand service learning experiences and equity of access for all students. Leads and coordinates the training for student leadership and extracurricular programs and promotes the MCPS strategic plan. Supports the implementation and oversight of the areas directly related to the Pathway Competencies. Serves as a liaison to community organizations and other MCPS offices, departments and units.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of MCPS policies, regulations and strategic priorities; knowledge of MSDE requirements related to student service learning and school leadership programs. Knowledge of various delivery and training models for professional learning/development. Ability to research and prepare written documents and presentations for the superintendent of schools, Montgomery County Board of Education, and/or other MCPS leaders. Outstanding facilitation, organizational technological and management skills. Ability to exercise independent initiative to complete assignments. Excellent oral and written communication skills; positive human relations skills; strong problem solving skills. Ability to articulate the office and department goals and objectives of the student leadership and service learning programs and the alignment with MCPS strategic priorities. Ability to prepare and present program update and information to executive leadership and members of the Board of Education. Possession of organizational and leadership competencies necessary to lead staff members and supervise coordination of the systemwide SSL program. Demonstrated excellence in staff and program coordination and adult training techniques. Thorough knowledge of Montgomery County agencies and community organizations and their partnership with MCPS. Ability to plan, lead and support student facilitated activities. Ability to plan and implement workshops and adult learning and professional development opportunities for small and large groups. Ability to initiate and support service learning projects at the school and district level. Demonstrated skill as an effective mentor to student leaders and student service learning coordinators. Knowledge and application of the six leadership standards that have been established for the Montgomery County Association of Administrators and Principals (MCAAP/MCBOA) Professional Growth System.
EDUCATION, TRAINING, AND EXPERIENCE: Master's degree from an accredited college or university required. Coursework or emphasis in student support and assistance, human growth and development, or educational program and policy development. At least five years of experience as a teacher, school administrator and/or central office staff member preferred. Demonstrated leadership experience developing, implementing and evaluating student leadership and service learning programs, and planning and conducting training and/or professional development. Demonstrated experience leading, mentoring, coaching and nurturing student leaders. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Meets Maryland requirements for certification in administration and supervision (Administrator I) or obtains certification within one year of the position start date.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) Lifting of service project materials (15-25 pounds)
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Frequent unpaid overtime and night/weekends. Light local travel may be required.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Assesses the needs for student leadership and student service learning programming, in collaboration with the director or liaison, community partners and other offices to develop and implement a plan that expands the array of opportunities throughout the system and increases equitable access of programs to meet the needs of an incredibly diverse population of students.

Maintains reciprocal relationships with representatives from the Maryland State Department of Education (MSDE), other local school districts, the Montgomery County Volunteer Center (MCVC), institutions of higher learning, nonprofit corporations, community service organizations, and government agencies.

Develops and manages school-based and districtwide service learning partnerships to include the writing and management of agreements and memorandums of understanding with partnering organizations.

Serves as a resource to school administrators, school counselors, student service learning coordinators, and any school district staff who plan, host, or monitor student service learning opportunities.

Reviews, evaluates and recommends updates/changes to MCPS policies and procedures in accordance with legislative and MSDE actions, regulations, and Maryland¿s 7 Best Practices of Service Learning.

Collects, monitors, and analyzes data in an effort to increase volunteerism and fulfillment of the student service learning graduation requirements of all students, especially at the middle school level.

Leads the data monitoring process at both the school and central office level as a collaborative member of the high school graduation validation team meetings that meets four times a year.

Supervises the design and development of additional areas of curriculum growth and provides feedback to assure high quality service learning experiences that reflect the curriculum content and serves a need in the community.

Conducts school site visits and provides information, feedback, and consultation to school-based SSL coordinators, staff, and administrators.

Develops reports and other communications to provide information, data, and data analysis related to both the effectiveness of the student service learning programs and its impact on student outcomes.

Coordinates conferences, meetings and other professional development opportunities for students, parents, SSL coordinators, and other audiences to ensure the full implementation of the service learning program.

Oversees the maintenance of the Montgomery County Volunteer Center and MCPS Student Service Learning websites, related social media accounts, and an electronic database of non-profit agencies to ensure that it properly reflects the current state of the MCPS service learning program and the student service learning regulation outlined by MSDE.

Coordinates the student service learning program at the ELO/SAIL summer school programs in collaboration with the MCPS Title I unit.

Serves on MCPS, county, and state committees and workgroups, as assigned.

Understands and applies principles of performance evaluation and professional growth for employees.

Performs related duties consistent with the scope and intent of the position.
