SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the supervisor, manages, oversees, and coordinates the career-advising program for all secondary schools. Serves as the liaison between MCPS and Work Source Montgomery and the Local Workforce Development Board, Montgomery College, and Maryland State Department of Education (MSDE). Works collaboratively to develop memorandums of understandings, manages and provides oversight for related budget, professional development, and other items related to the planning, development and implementation of efficient and effective career advising processes. Manages, supervises, coordinates, and monitors the activities of the career advising team and support to schools. Determines school-based assignments and works collaboratively with school-based principals, staff, and central service staff across offices.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of the Blueprint for Maryland's Future legislation and understanding of state requirements related to career counseling/advising requirements. Understands the profound responsibility of being an educational leader and strongly desires and has the ability to advance the personal career trajectory for every student in Montgomery County Schools (MCPS). General knowledge of post college and career pathway options, including Career Technical Education (CTE) programs of study, dual enrollment, AP/IB, college placement assessments, and related programs and opportunities for all students, with the lens of equity and inclusion at the forefront. Ability to work closely with industry stakeholders, develop processes, and lead a team. Possesses the ability to embed career elements systemically, and create a cohesive counseling approach. Thorough knowledge of developmental needs of students and culturally relevant intersections. Ability to competently and constructively communicate with parents, school leaders, postsecondary partners, and local and state agencies. Ability to lead a team of invested educators to ensure that every student is becoming College, Career, and Community Ready, as defined by MCPS. Ability to manage records, financial accounts, and grant funding. Ability to lead and motivate staff, to plan and implement professional staff development activities, use standard computer technology to maintain information and provide information to schools. Excellent oral and written communication and organizational skills. Ability to synthesize, summarize and present information effectively to both large and small groups, as well as diverse audiences/stakeholders.
EDUCATION, TRAINING, AND EXPERIENCE: Master's degree from an accredited college or university with an emphasis in teaching, leadership, counseling, project management, career development, or human resources. Experience in leadership and supervision, program development, and/or staff development. Experience as a teacher leader or administrator in supervising staff and understanding school operations at the secondary education level is desired. Other combinations of applicable education, training, and experience that provide the knowledge, abilities and skills necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Meets state certification for Administrator I. Completion of OAT I and II.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Builds and maintains strong relationships with internal and external stakeholders related to career advising.

Establishes regular communication channels with career advising team, school, community, and industry and appropriate personnel to establish effective and efficient practices.

Attends and assists in the organization, management and facilitation of meetings with all relevant stakeholders, including partners from the local workforce development board and Montgomery college.

Collaborates with partners and shares research-based practices, exchanges ideas, and stays informed about the latest trends in career advising and education.

Maintains oversight of in-service professional development activities and workshops for career advisors' team to support students in exploring their strengths, interests, and values while growing in familiarity with industries and occupations that match their RIASEC (Realistic, Investigative, Artistic, Social, Enterprising, and Conventional) themes.

Leads career advisor team's collaboration with curriculum colleagues in research-based practices for embedding career opportunities into the core content areas, while promoting a holistic, dialogic approach to education.

Identifies and creates opportunities for career advisor teams, counselors, teachers, and students to participate in college, career and community opportunities in which students have the ability to engage in exploration, self-reflection, and create their individual Vivid Hoped-For Self Outcome (VHFSO), complete with a plan to achieve their academic and career goals.

Supports the development of marketing tools and strategies to advertise career advising programs and pathways to the greater community.
Prepares reports, and disseminates information regarding the trends identified by career advising staff to be shared with stakeholders, including the Board of Education.

Monitors the implementation of career advising programs, and confers with staff to provide feedback for essential program improvements to ensure that every MCPS student is College, Career, and Community Ready.

Maintains communication and liaises with the MSDE, colleges and universities, and professional organizations, carrying out collaborative efforts that will be beneficial to MCPS students.

Prepares grant applications, manages and monitors program budgets, in accordance with MCPS financial policies, procedures, and systems.

Serves as a resource to parents who have questions/issues regarding career advising.

Supervises and evaluates staff on the career advising team within the unit.

Performs related duties consistent with the scope and intent of the position.
