SUMMARY DESCRIPTION OF CLASSIFICATION: Under the direction of the director of The Department of Professional Growth Systems, the Coordinator of Business Systems is responsible for overseeing and managing all aspects of performance evaluations for personnel within the organization. This role involves the integration and management of the current platform into the new evaluation collection platform. Additionally, the Coordinator serves as a Human Capital Management (HCM) project manager for the Department of Professional Growth Systems (DPGS).The coordinator oversees and executes the integration of the evaluation system to the new HCM platforms; designs and implements training designed to develop the capacity of stakeholders to understand all elements of the new platform. The coordinator serves as the project manager for the HCM project for DPGS Performance Evaluations; and serves as the liaison between Maryland State Department of Education and the MCPS Certification Unit. Develops and implements strategies for effective performance evaluation processes; analyzes, reports and utilizes data to inform stakeholders and for the purpose of enhancing personnel development strategies. Establishes and maintains strong, positive working relationships with MCPS central office staff to support the personnel evaluation process. Collaborates and works closely with the DGPS director, human resources (HR) professionals and IT teams to ensure the seamless integration, management and improvement of processes and successful completion of projects.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of Montgomery County Public School (MCPS) organization, State and Federal laws, and rules and regulations governing employment, MCEA, MCAAP/MCBOA, and SEIU Local 500 agreements. Thorough knowledge of the principles, practices, and techniques of public personnel administration including personnel evaluation processes, standards and best practices. Must have strong analytical and problem-solving skills. Excellent interpersonal skills customer service skills, interviewing, oral and written communications, leadership and supervisory skills, and the ability to maintain confidentiality. Ability to multi-task and work under tight deadlines. Thorough knowledge of technology, business systems and integration strategies and processes and ability to troubleshoot technical issues. Ability to obtain, analyze and utilize data to improve processes. Ability to manage, develop staff, and resources for multiple projects effectively in order to achieve results on time and within budget. Ability to cross-team collaborate with other departments and offices to identify and address user requirements for system functionality.
EDUCATION, TRAINING, AND EXPERIENCE: Master's degree from an accredited college or university in School Administration and Supervision or Human Resources Management. Three years or more experience as a school-based or central office administrator, and proven experience utilizing strategic models for developing and monitoring key work processes and key performance indicators. Experience with Applicant Tracking Systems (ATS) and HR databases such as Lawson. Training and experience with project management practices required. Five years or more experience in project management, communications and training associated with new business applications and processes. At least three years of experience in business administration, information technology, information systems, project management or related field. Other combinations of applicable education, training and experience, which provide the knowledge, abilities and skills necessary to perform effectively in the position, may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Administration I or II Certification or Human Resource Management certification or candidates with qualifications and experiences aligned.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Responsible for performance evaluation management, including the development and implementation of DPGS strategies for effective performance evaluation processes; the collaboration with department heads to ensure evaluations are conducted accurately and on time; the maintenance of records and documentation related to performance evaluations.

Responsible for overseeing and leading successful platform integration of the existing performance evaluation platform into the new evaluation collection platform.

Troubleshoots technical issues and works with IT teams to resolve any system-related problems; and ensures the seamless data flow between systems.

Serves as a project manager for Human Capital Management initiatives within DPGS.

Collaborates with HR teams to streamline HR processes and ensure compliance with policies and regulations.

Provides expertise on HR technology and system enhancements.

Responsible for effective, relevant, ongoing data analysis and reporting, which includes analyzing performance evaluation data to identify trends and areas for improvement; generating reports and dashboards to present evaluation results to relevant stakeholders; and utilizing data-driven insights to enhance personnel development strategies.

Proactively engages stakeholders, working closely with the director, HR professionals, and IT teams to gather requirements and feedback; and communicating effectively with all stakeholders to ensure alignment with project goals.

Identifies and analyzes key data to provide information about the effectiveness of the performance evaluation processes and other HR processes.

Understands and applies principles of performance evaluation and professional growth for employees.

Performs related duties consistent with the scope and intent of the position.
