Coordinator, Human Resources Analyst

SUMMARY DESCRIPTION OF CLASSIFICATION: Under the direction of the Office of Human Resources and Development, the human resources coordinator coordinates and leads the collection and analysis of human resources data, provides metrics and statistics across the district; synthesizes data and reports findings, recommendations, and strategies to leadership; and works collaboratively with relevant Montgomery County Public School (MCPS) offices to improve recruitment and retention methods. The coordinator actively reviews and evaluates MCPS human resources processes, including related technology and human capital management and applicant tracking systems (ATS); develops process maps for key human resources programs and functions; benchmarks with other school districts and organizations; presents process improvement strategies consistent with best practices and OHRD strategies; and works collaboratively with leadership and staff to support recommended improvements to enhance communication, functionality and the MCPS human resources experience for both internal and external customers. Assists in the integration of new technology; implementation and transitions of new ATS and HCM systems and processes.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of Montgomery County Public School (MCPS) organization or ability to obtain knowledge of MCPS quickly. Thorough knowledge of State and Federal laws, and rules and regulations governing employment, MCEA, MCAAP/MCBOA, and SEIU Local 500 agreements. Thorough knowledge of the principles, practices, and techniques of public personnel administration including recruitment, interviewing, placement, and counseling. Thorough understanding of professional growth concepts, systems and practices, such as the MCEA, MCAAP/MCBOA, and SEIU Professional Growth Systems. Thorough knowledge and skill with electronic applicant and employee tracking systems. Highly skilled in collecting, analyzing and using key human capital metrics in understanding trends and root causes. Strong analytical and problem-solving skills. Considerable knowledge and ability to objectively analyze and make recommendations regarding process improvement. Working knowledge of social media networks. Excellent interpersonal skills, customer service skills, oral and written communications, presentation skills, leadership skills, and the ability to maintain confidentiality. Ability to work independently, multi-task and work under tight deadlines. Ability to engage and work collaboratively with executive leadership. Skilled in the use of current technology and human resources software to create reporting dashboards, schedules, workflows, and templates.
EDUCATION, TRAINING, AND EXPERIENCE: Bachelor's degree from an accredited college or university in computer science or a related field required. Master's preferred. Minimum of five years of experience in human resources or related field. Minimum of two years of technical experience in human resources systems, functions and technology. Preferred K12 experience. Proven experience utilizing strategic models for developing and monitoring key work processes and key performance indicators. Experience with Applicant Tracking Systems (ATS) and HR databases such as Infor Lawson preferred. Preferred experience in Oracle Human Capital Management cloud products. Experience in reviewing functional and technical solutions to meet specific application requirements. Experience in organizational and management analysis and proven, successful experience in developing and implementing process improvement strategies in human resources or related field. Other combinations of applicable education, training and experience, which provide the knowledge, abilities and skills necessary to perform effectively in the position, may be considered. Experience in supporting large application systems preferred.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Develops and maintains processes and organizational methods to evaluate and track processes, activities and improvement strategies for all key human resources functions and operations.

Develops and maintains process maps for human resources functions and processes.

Actively engages offices within the scope of the work to obtain data, metrics and information relevant to human resources tracking, reporting and process improvement.

Identifies duplicate efforts, inconsistencies and inefficiencies in and among human resources offices; identifies opportunities to improve collaboration and cooperative work that unifies OHRD as a whole, maximizes staff efforts and achieves OHRD goals.

Regularly reviews and troubleshoots processes and human resources data, and identifies opportunities for further improvement.
Supports data analysis work to provide relevant, actionable feedback to OHRD leadership on how to improve core human resources programs and operations.

Works with OHRD leadership to identify and proactively implement solutions to areas needing improvement.

Actively evaluates and understands where technology can be leveraged to refine or eliminate process steps.

Regularly reports data, analysis, recommendations and improvement strategies to OHRD leadership.

Meets regularly with division, department of and office directors to maintain communication and offer ongoing support in process strategies and improvement as needed.

Serves as resource for all current OHRD processes, programs, data, metrics and analytics.

Supports the design and creation of content and educational materials related to processes and standard operating procedures.

Serves as the lead for the HCM technology integration, migration and other related projects, being the point of contact for all HR items.
Meets weekly/regularly with the HCM relevant teams and leads from other departments, creates new reports in new system(s) HCM, and makes configuration changes in the ATS Stage for the new technology changes.

Serves as the lead with Applicant Tracking platforms, providing direction for ATS interfaces, helping users debug and resolve issues, creating and maintain reports, teaches others to create and use reports, create and utilize dashboards within ATS, add/edit fields, add recruitment data fields, corrects any onboarding issues, collaborate with all staffing teams to edit and implement workflow changes and training, update and maintain templates for email correspondences, provide and maintain changes for new schools or new jobs, provide/remove/edit access to recruiting users, and collaborate with other offices on the use of ATS (including transportation, administrator staffing, student interns, IIS, ESY, etc.)

Participates in cross-collaborative team meetings, position management, budget, change management, and all meetings related to HCM, including non-OHRD related topics. Attends and participates in weekly teacher staffing team meetings, as well as support staffing, substitute staffing and recruitment team meetings as needed.

Serves as the lead with Oracle to provide direction on configuring Oracle Cloud based on knowledge of hiring practices, creates and runs scenarios for testing, provides data files as requested from the Oracle platform,

Serves as the point of contact for all summer employment opportunities advertised in ATS. Provides summer hiring manager access to ELO, ESY and Curriculum Development employees, provides training and support to any summer hiring managers, updates any summer hiring correspondence, creates reports for summer hiring, posts and fills all Summer Employment Requisitions.

Provides input and guidance for Lawson conversions, tests conversions for accuracy of data, provides guidance on any configuration and process changes to help improve operations and data capture.

Creates and maintains the Google reference forms, interview forms, and termination/separation forms, making edits and improvements when necessary, as well as debugging technology issues and building/running autocrat jobs.

Manages the data sourcing, implementation and monitoring for various staffing teams, creates SAE generated allocations report for staffing coordinators, develops and maintains workflow for NBCT Coordinator to collect NBCT fee support requests, provides data to NEO on new hires, provides specific data points for Opening of Schools, and provides data to school plant operations on new hires and transfers and time to fill data.

Performs related duties consistent with the scope and intent of the position.
