SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the director of the Equity Initiatives Unit, a two-year position funded by the Maryland Stronger Connections grant, coordinates and provides leadership for districtwide hate/bias efforts, with a focus on coordinating and facilitating education and prevention; communication and reporting and responsiveness/restoration (three pillars). Develops strategy and coordinates efforts to combat hate/bias and promote a culture of respect within schools; identifies relevant resources, contacts from other offices and partners that contribute to the work; creates and maintains a comprehensive database of resources to support students, families, staff, schools and communities in response to hate/bias incidents; engages contacts to facilitate collaborative efforts to further build a culture of respect within offices and schools. Proactively tracks and monitors all efforts, relative to the three pillars; tracks related data and provides the director with analysis and reports as directed. Coordinates school-based and district-wide Study Circles and equity initiatives that build the capacity of schools and offices to address institutional barriers that create outcomes that are predictable by race. Provides leadership and staff development training for administrators, specialists, school staff, support professionals, and parent and community partners. Collaborates with other departments and offices in the planning, facilitating, and implementation of professional learning as it pertains to hate/bias and strategies such as Study Circles and other equity/antiracism action steps to combat instances of hate/bias.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Extensive experience and knowledge of: facilitation and group process; the current research, principles, and practices of student and adult learning; hate/bias, equity and antiracism; knowledge of and ability to educating others to promote a culture of respect; and other related bodies of research; professional and staff development strategies and models; the school improvement process. Experience using technology to support learning and engagement of staff, students, and stakeholders. Ability to work collaboratively with school system staff, county government staff, parent groups, business, and community organizations focused on student learning and wellbeing. Possess knowledge of current and best practices to support students of color with a particular emphasis on our most marginalized populations. Knowledge of and ability to apply concepts from bullying, harassment, hate/bias policies, regulations and best practices. Ability to assess program needs and plan program implementation. Ability to support the preparation of papers and presentations for the superintendent and Board of Education. Excellent planning, organization, management, written and oral communication, and human relation skills required.
EDUCATION, TRAINING, AND EXPERIENCE: Master's degree from an accredited college or university in education, curriculum, school administration, or related field. Three years of outstanding classroom or central services experience required; administrative or supervisory experiences desirable. Demonstrated leadership and broad experience in developing professional learning opportunities, facilitating conversations about anti-hate, bullying, respect for others, race and racism; and experience working effectively with diverse staff, students, parents, and community groups. Other combinations of applicable education, training, and experience, which provide the knowledge, abilities, and skills necessary to perform effectively in the position, may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Current Maryland state standard and advanced professional certificate in a teaching area required.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) None
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Frequent extended day work required. Attendance at evening Board of Education meetings, as well as meetings with community groups and PTA groups, some of which may be evening meetings.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Coordinates districtwide efforts to combat hate, bias and bullying and promote a culture of respect through education, prevention; communication and reporting; and responsiveness/restoration.
Conducts research, compiles information and creates a comprehensive database of resources relevant to the work.
Reviews, evaluates and utilizes previous and current resources from the school district, county partners and other stakeholders and provides a comprehensive, cohesive plan to combat hate, bias, bullying and racism and promote a culture of respect.
Develops and maintains a tracking system to measure effectiveness of efforts; completion of professional training/development; education provided to students and other related data as directed.
Develops communication plans, as needed and through collaboration with impacted offices and the Department of Communications.
Gathers, compiles, analyzes, synthesizes and provides reports on data related to the work, as requested.
Identifies various tools, resources and strategies, such as Study Circles, that are designed to support the implementation of the ACA Nondiscrimination, Equity, and Cultural Proficiency policy. Supports in the creation and implementation of strategies to address hate and biased based behaviors. Plans and leads staff development activities for professional and support staff. Collects data and prepares written and oral responses to requests for information about programs and special projects; interprets information to the Board of Education, staff, parents, and the community. Keeps abreast of current literature, research, developments, techniques related to racial equity and antiracism. Prepares required reports, correspondence, and annual budget requests and recommends allocation of funds to support the work of the unit. Collaborates with community groups to engage in dialogue and actions that lead to the disruption of institutional barriers such as hate/bias that impede student success. Stays abreast of best practices to address hate/bias, disproportionality, the success of our most marginalized students. Coordinates with varies stakeholders (internal and external), districts and experts to address disproportionally and hate/bias behaviors. Represents the Equity Initiatives Unit on task forces and committees.
