SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the director for the Division of Business, Fiscal and Information Systems within the Office of Special Education and Student Services, the coordinator is responsible for administering and supervising the Autism Waiver project in Montgomery County Public Schools (MCPS), including identification of students who are eligible for Autism Waiver services, development and coordination of services, and accounting and financial supervision for Medical Assistance reimbursement. The coordinator also is the liaison with the agencies providing services for recipients of the Autism Waiver and monitors the implementation of these services. Represents and interprets the program to MCPS staff members and the community by leading formal and informal professional learning opportunities; prepares reports for the Maryland State Department of Education (MSDE), the Maryland Department of Health and Mental Hygiene (DHMH), Medicaid, and the Montgomery County Board of Education; and coordinates activities involving parents, community, service providers and agencies that relate to the Autism Waiver.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge and understanding of all aspects of Medical Assistance as they relate to the Autism Waiver. Knowledge and understanding of COMAR 10.09.50, 10.09.52, and 10.09.56. Understanding and knowledge of educational programs and practices as they relate to individuals diagnosed with Autism Spectrum Disorder. Knowledge of MCPS policies and procedures and the Montgomery County Association of Administrators and Principals (MCAAP) Professional Growth System. State and federal regulations and laws, special education policies and procedures. Demonstrated problem-solving and collaboration skills, and the ability to work effectively under stress. Excellent oral and written communication and interpersonal skills.
EDUCATION, TRAINING, AND EXPERIENCE: Masters degree from an accredited college or university, or appropriate licensure, with an emphasis in special education, supervision, social work, school psychology, or related health fields. Knowledge, training, and understanding of Autism Spectrum Disorders, provision of services for individuals with autism, special education, medical assistance, financial accountability, social work, or related health fields. Experience working with students with Autism Spectrum Disorder or related fields of service required. Experience as a health care provider, Autism waiver service coordinator, project administrator/manager, or education administrator desirable. Documented leadership experience. Other combinations of applicable education, training, licensure and experience, which provide the knowledge, abilities and skills necessary to perform effectively in the position.
CERTIFICATE AND LICENSE REQUIREMENTS: Meets MSDE certification requirements for supervisor, principal and/or Administrator I, or school psychologist, or licensed social worker, or licensed related health care provider, or home and community-based services waiver for children with Autism Spectrum Disorder.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) Some lifting may be required; transport supplies, materials, and equipment to meetings and schools.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Certification as a service coordinator by MSDE, once hired for the position. Attendance at evening and weekend meetings, as needed or required. Ability to respond to crisis intervention support and consultation regarding Waiver services as needed.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

REPRESENTATIVE DUTIES: (Incumbents may perform any combination of the essential functions shown below. 1) Implements and monitors procedures for the Autism Waiver as set forth in COMAR 10.09.50, 10.09.52 and 10.09.56.

2) Implements and monitors procedures for the provision of services to approved Autism Waiver eligible students by MCPS employees, and outside service providers/agencies.

3) Develops agreements with other agencies and service providers for the provision of Autism Waiver services to MCPS students.

4) Maintains accurate, accessible records to meet all state and federal monitoring requirements.

5) Coordinates and provides support to service coordinators, parents, students, and others, as needed.

6) Monitors billing and payment procedures for service providers and agencies.

7) Meets regularly with service coordinators to facilitate discussion regarding the Autism Waiver and global problem-solving of issues related to the Waiver.

8) Serves as a backup and consultant for all service coordination.

9) Participates and supervises all Multi-Disciplinary Team meetings serving as the MCPS representative and/or the service coordinator when appropriate.

10) Conducts long-term planning as it relates to the Autism Waiver.

11) Serves as the MCPS liaison to MSDE and DHMH regarding the Autism Waiver.

12) Participates in, and when appropriate, conducts training regarding the Autism Waiver.

13) Communicates with parents, community organizations, agencies, and MCPS personnel to ensure ongoing two-way communication.

14) Coordinates the work of all MCPS staff members involved in the Autism Waiver.

15) Maintains and collects data according to the requirements set forth in the Autism Waiver.

16) Prepares required reports for MSDE, DHMH, Medicaid, Board of Education, and others. Prepares correspondence and individuals¿ applications related to the Autism Waiver.

17) Plans and coordinates activities involving parents, community, service providers, and agencies that relate to the Autism Waiver.

18) Provides crisis intervention support and consultation regarding Waiver services on a 24 hour, 7 day a week basis.

19) Performs related duties consistent with the scope and intent of the position.
