SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the associate superintendent, Office of Student and Family Support and Engagement, designs, implements, and monitors a comprehensive system wide student leadership program, focused on expanding participation of under-represented students, preparing a broad and diverse group of students for leadership opportunities, increasing the number of students serving in leadership positions throughout the district, and expanding the number of opportunities for student leadership. Supervise implementation of student service learning (SSL) program and volunteer coordination.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of relevant policies and regulations regarding the student leadership, student rights, student service learning, volunteerism and responsibilities. Ability to work collaboratively with business, government, nonprofit organizations, and community residents and with multidisciplinary teams comprised of various stakeholders, focused on student leadership and academic achievement. Ability to relate to students in a variety of situations, especially in the role of student advocate; ability to develop and support new leadership development opportunities for students. Possession of organizational and leadership competencies necessary to lead staff members and supervise coordination of the systemwide SSL program. Demonstrated excellence in staff and program coordination and adult training techniques. Knowledge of training and staff development strategies and of varied related program models. Ability to research and prepare written documents and presentations for the superintendent of schools, Montgomery County Board of Education, and Associate Superintendent of OSFSE. Excellent human relation skills with evidence of the ability to establish and maintain productive working relationships with a wide range of stakeholders, communicate effectively with students, adults, and individuals in small and large groups using written, oral, and technological means. Knowledge and application of the six leadership standards that have been established for the Montgomery County Association of Administrators and Principals (MCAAP/MCBOA) Professional Growth System.
EDUCATION, TRAINING, AND EXPERIENCE: Masters degree or equivalent from an accredited college or university with emphasis on administration, supervision, or counseling or other youth service administration preferred. Minimum of five years experience as an Assistant principal, counselor, or classroom teacher with experience working with students in at least five co-curricular activities with at least one county-wide co-curricular activity. Minimum of 3 years experience in training students and/or adults to participate in volunteer activities required and supervising and evaluating staff, and leading staff teams. Demonstrated leadership in creating and administering quality student programming and activities, planning and conducting staff training, developing and implementing system wide programs, and evaluating program effectiveness. Demonstrated history of collaborating with student serving organizations. Demonstrated ability to collaborate across multiethnic and multicultural lines required. Other combinations of applicable training, education, and experience which would provide the knowledge, skills, and abilities necessary to perform at a high level in the position.

SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Frequent extended day work required. Attendance at evening Board meetings, as well as meetings with community groups and Montgomery County Council of Parent-Teacher Associations (MCCPTA) groups.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Develops and implements a plan for expanding the array of student leadership opportunities throughout the system, with a focus on increasing diversity among student leaders.

Provides information, advice, and support to students exercising their rights of due process.

Coordinates and supervises the development and operation of the activities of the countywide student government organizations, the Montgomery County Region (MCR) of the Maryland Association of Student Councils and the Montgomery County Junior Councils (MCJC).

Maintains and supervises an office and historical and financial records, and provides secretarial/clerical support services for MCR and MCJC.

Develops and manages operating budgets, grant application and budgets, and other program funds is well-informed about financial policies and procedures, and systems.

Maintains reciprocal relationships with representatives from the Maryland State Department of Education (MSDE), the Montgomery County Volunteer Center (MCVC), Montgomery County Business Roundtable for Education (MCBRE), institutions of higher learning, nonprofit corporations, community service organizations, and government agencies.

Attends fall and spring conventions and conferences of the Maryland Association of Student Councils and coordinates the chaperoning responsibilities for the county delegation.

Develops and maintains a communications network for student government advisors and other activity advisors.

Advises the superintendent and Board of Education (BOE) on the need for new and/or revised policies related to the general student welfare.

Informs and advises the superintendent regarding programs, practices and problems of students, and keeps the Associate superintendent informed of the activities operating under the Board's authority.

Coordinates the advertising, applications, and selection process for the Maryland Legislature Student Page Program as well as other designated field experience programs and contests.

Serves as a resource to local school administrators, student government organizations, and activity advisors.

Reviews, evaluates and recommends updates/changes to MCPS policies and procedures in accordance with legislative actions, regulations and best practices in school health services.

Represents Montgomery County Public Schools (MCPS) at district, state, and national programs, meetings, and conferences such as: Maryland Association of Student Councils, Maryland Leadership Workshops, National Association of Student Councils, Maryland State Department of Education, Community Youth Advisory Committees, Student Emerging Leaders Programs, and Drive for Supplies Project.

Represents the student point of view to MCPS staff members when requested.

Identifies and recommends appropriate student candidates for BOE's and superintendents advisory committees, task forces, and work groups.

Writes grant applications, manages budgets and other funds, and is well-informed about financial policies and procedures, and systems.

Coordinates the annual election of the student member of the BOE.

Supervises staff in the development and implementation of the MCPS SSL program.

Performs related duties consistent with the scope and intent of the position.
