SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the Office of Curriculum and Instructional Programs in collaboration with the following offices: Deputy Superintendent of Schools, School Performance, Human Resources, Chief Technology Office, and Shared Accountability, coordinates the implementation of the Bridge Plan for Academic Validation (Bridge Plan), a component of the Maryland State Department of Education (MSDE) High School Assessment graduation requirements. Primary responsibilities include the establishment of clear and consistent processes necessary to fully operationalize the Bridge Plan in compliance with district and state regulations. Develops processes necessary for the successful completion of the Bridge Plan option, including communication to all stakeholders, identification of eligible students, school-based assistance for project monitors and students completing projects, submission of projects, and coordination of local review panels. Works in close collaboration with schools to assist with the establishment, implementation, and monitoring of the Bridge Plan program. Coordinates with MCPS offices to implement all components of the Bridge Plan including ensuring compliance with test security measures and timely distribution; collection and submission of materials; training for key school and central office personnel; monitoring student and school data; establishing and coordinating local review panels; and communicating decisions. Prepares program budget and uses appropriate fiscal procedures. Represents MCPS at various community, state, and federal meetings.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of MCPS organization and administration, policies and procedures, goals and priorities, state regulations related to High School Assessments including the Bridge Plan for Academic Validation, and district and state high school curriculum. Knowledge of effective meeting practices. Ability to work effectively with executive staff, central office supervisors, school-based administrators, teachers, and other staff members. Ability to prepare required reports that include effective data displays and an analysis of progress and presentations for the superintendent of schools and the Board of Education, parents, and other groups as needed. Excellent planning, organizational, management, human relations skills, and oral and written communication skills. Ability to plan budgets and implement appropriate fiscal procedures.
EDUCATION, TRAINING, AND EXPERIENCE: Master's degree from an accredited college or university with certification in administration and supervision required. Outstanding high school teaching or related experience as an instructional specialist required. Administrative or supervisory experiences required. Demonstrated leadership and broad experience working effectively with diverse staff. Successful experience in working with high school programs and in implementing regulations, completing programs evaluations, and providing technical assistance. Experience with using technology to prepare reports and presentations. Knowledge of budgeting and MCPS fiscal processes. CERTIFICATE AND LICENSE REQUIREMENTS: Graduate degree in education or related fields; certification in secondary education; administration/supervision certification required.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Serves as MCPS Bridge Plan for Academic Validation expert by maintaining up-to-date knowledge of MSDE policies, procedures, and documents; provides feedback to MSDE on project content, implementation, and scoring; maintains current knowledge regarding ongoing requirements of related federal and state legislation.

Coordinates and manages the development and implementation of the Bridge Plan option, working in conjunction/collaboration with MCPS offices to support schools.

Provides on-site assistance with the steps necessary to operationalize the Bridge Plan at the school level by consulting and providing advice on procedures, implementation, and monitoring of the Bridge Plan.

Establishes, maintains, and monitors timelines related to Bridge Plan implementation.

Develops budgets and coordinates implementation of appropriate fiscal procedures.

Serves on appropriate stakeholder committees and acts as a liaison to MCPS offices and MSDE as needed.

Collaborates to ensure the timely distribution of Bridge Plan materials in compliance with test security measures.

Completes required reports and participates in local and state audits or evaluations.

Provides training for central office and school staff as well as for Local Review Panel members.

Coordinates communication plan, including preparation and distribution of formal communications to staff and families; posts Bridge Plan information on MCPS HSA Web site; arranges for translations; provides information and updates for central and school-based staff.

Collects data and prepares responses to requests for information; interprets the Bridge Plan option to staff, Board of Education, and the community.

Works in collaboration to coordinate and manage logistics related to Local Review Panel scoring sessions including scheduling, identification of panel members, provision of scoring resources, location, oversight, monitoring decisions and feedback, ensuring accuracy of data entry, and providing updates for central office and school staff.

Collaborates with content supervisors and instructional specialists to review and critique student projects as new versions are posted by MSDE.

Provides generalized feedback to schools on the quality and content of student projects for the purpose of improving student performance and future projects.

Collaborates with all stakeholders to ensure the handling of Bridge Plan materials and scoring is in compliance with test security measures.
Performs related work as required.
