SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction coordinates and provides leadership for school system partnership programs/projects with Montgomery College (MC) and other post-secondary institutions that will increase student readiness for college level studies following high school graduation. In collaboration with MC provides leadership for the development, implementation, and evaluation of student programs that promote students' preparation for post secondary studies. Collaborates with institutions of higher learning, Maryland State Department of Education (MSDE), community organizations, government agencies, and businesses to develop and maintain programs that support improved student achievement. Develops and leads innovative programs to promote parent involvement and support for student success.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of current educational principals, practices, and procedures in program development, staff development, and instruction. Thorough knowledge of national, state, local, and MC assessments and ability to interpret and analyze results to plan appropriate student intervention programs. Knowledge of the secondary instructional program with an emphasis on literacy and/or mathematics. Ability to design, implement, and monitor student academic support programs. Demonstrated ability to plan and deliver programs that result in improved teaching and learning. Ability to work collaboratively and effectively with college and school system administrative, counseling, and instructional staff. Skilled at developing innovative programs that foster parent involvement in supporting students' academic success. Excellent oral and written communications and human relations skills. Ability to prepare written reports and presentations to the Board of Education (BOE), MC Board of Directors, University of Maryland System (UMS) leadership, and County Council.
EDUCATION, TRAINING, AND EXPERIENCE: Master's degree from an accredited college or university. Administrative and supervisory experience preferred. Demonstrated leadership and experience working effectively with institutions of higher learning, MSDE, community organizations, government agencies, and businesses. Experience designing, implementing, and evaluating programs. Experience involving parents as partners to promote students' academic success. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Maryland Certification requirements for supervisors and principals or Administrator I (or administrator/supervisor coursework leading to Administrator I certification within time frame determined by MSDE guidelines), preferred.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) None
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Frequent extended work day required. Occasional attendance at evening Board of Education, PTA, and committee meetings.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Coordinates innovative partnership activities with Montgomery College and other post-secondary institutions that improve student readiness for college level studies following high school graduation and that foster a seamless transition of students from MCPS to MC and other institutions of higher learning.

Establishes and nurtures collaboration with MC, UMS, MSDE, community organizations, government agencies, and businesses to develop, conduct, and monitor implementation of student support programs that promote increased student achievement and preparation for post secondary study.

Plans and leads implementation and evaluation of partnership activities that promote parent involvement and support for students' academic success and transition to post secondary studies.

Organizes and leads the design, implementation, and evaluation of courses, workshops, and creative staff development programs to improve teaching and learning.

Uses knowledge of the High School Improvement the SAT's, and the Accu-placer to implement a testing program that informs students, parents, and staff about students' readiness for college level studies following high school graduation and that guides the improvement of the secondary instructional program.

Collects data and prepares responses to requests for information about MC/MCPS partnership programs and projects; interprets partnership activities to the BOE, parents, and community.

Prepares reports, correspondence, and annual budget requests; manages expenditures and accounts for partnership activities; recommends allocation of funds according to needs and best utilization; maintains files, records, and/or expenditure controls.

Collaborates with other MCPS' offices and departments to prepare grant proposals for the improvement of the secondary instructional program.

Under direction performs other related duties as assigned.
