SUMMARY DESCRIPTION OF CLASSIFICATION: Under the direction of the supervisor, Child Find/Early Childhood Disabilities Unit, manages the day-to-day operation of the Preschool Education Program (PEP) for children ages three to kindergarten with developmental delays. Consults with interdisciplinary staff members (program support teachers, classroom teachers, related services providers, parent educators, and paraeducators) and principals about curricular and procedural issues. Serves as contact for parent/guardian concerns or questions regarding the implementation of Individualized Education Programs (IEPs). Consults with Montgomery County Public Schools (MCPS) administrators and systemwide staff members including Montgomery County Infants and Toddlers Program (MCITP), Developmental Evaluation Services for Children (DESC), and Child Find regarding issues related to PEP. Implements Maryland State Department of Education (MSDE) mandates and grant activities.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of federal and state special education laws and MCPS policies and regulations regarding early childhood special education services to prekindergarten students with educational disabilities. Knowledge of early childhood development, special education techniques/programming, and prekindergarten curriculum. Knowledge of technology applications for prekindergarten special education students. Excellent organizational skills for managing student and staff member information, developing schedules, and supporting multiple countywide sites. Ability to assist staff members in identifying problems and generating solutions related to the provision of special education services. Skills in long-range planning to address program needs. Ability to work collaboratively with school-based and central office administrators, as well as with county government agencies. Excellent administrative, organization, human relations, and oral and written skills. Knowledge of the MCPS Professional Growth System.
EDUCATION, TRAINING, AND EXPERIENCE: Masters degree in special education or related field; at least five years of experience as a special educator or related field required. Experience in prekindergarten special education required. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Meets MSDE certification requirements for Administrator I. Certification in special education or a related field. Meets Maryland certification requirements for Administrator I and in the assigned discipline. Completion of OAT I or II, or completion within one year of the position start date.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.)
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Extended day or evening work may be required; daily or weekly countywide travel.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Serves as liaison among PEP staff members, school administration, and central office staff members including Child Find, DESC, and MCITP.

Responds to parent/guardian questions, issues, and concerns.

Serves as chairperson at IEP team meetings.

Observes and evaluates professional and supporting services staff members in collaboration with principals and other administrators.

Assists teachers in securing instructional materials, adapting services to meet individual student needs, and data collection and analysis.

Collaborates with teachers and related service providers to ensure appropriate services to students in PEP.

Participates in systemwide project teams and committees on topics related to prekindergarten special education.

Coordinates and provides professional learning activities.

Assists principals in interviewing and hiring PEP staff members.

Monitors referrals for students from MCITP, DESC, Head Start/Pre-K and other prekindergarten programs.

Coordinates the transition process from PEP to kindergarten.

Participates in mediation and/or due process procedures as needed.

Coordinates opening of new PEP classes and sites, including services in community preschools.

Maintains accurate records, provides data, and prepares reports regarding critical staffing, overenrollment, student achievement, and other data relevant to the provision of prekindergarten special education services.

Assists principals in addressing human relations and/or other staff member conflicts at PEP sites.

Supervises and evaluates PEP Itinerant teachers.

Implements grant-related activities.

Collaborates with representatives of county government agencies and private and non-profit preschool programs.

Performs related duties consistent with the scope and intent of the position.
