SUMMARY DESCRIPTION OF CLASSIFICATION: Under the direction of the department director, coordinates and supports systemwide instructional leadership for innovative countywide programs and projects that promote and support improved teaching and learning. Provides leadership and professional development for administrators, instructional specialists, teacher leaders and support professionals as needed. Collaborates with school-based and central office staff on special projects as assigned by the department director. Works with the department director to develop memos, presentations, and other products. Organizes, manages, and supports the administration of summer school programs. Plans, coordinates, and facilitates department/division/unit meetings. Works with department divisions/units on strategic planning and process management. Facilitates timely delivery of products and services aligned with the MCPS strategic plan and other system initiatives. Performs other duties as assigned.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of current educational principles, practices and procedures in program development, professional development, instruction, equitable practices, and assessment of program needs to improve teaching and learning. Thorough knowledge of Montgomery County Public Schools (MCPS) organization and administration, Our Call to Action, policies, Maryland State Department of Education (MSDE), Maryland School Assessment program outcomes, and federal and state laws related to instructional responsibility. Extensive knowledge of current research and theory of instructional approaches including differentiated instruction, cognitive strategies, integrated curriculum, and performance assessments. Knowledge of technology to support instruction and curriculum development. Knowledge of culturally responsive instructional materials and experience teaching across disciplines and with diverse populations. Ability to effectively work with principals, specialists, teachers, and state and national colleagues to implement and monitor the instructional program in schools. Excellent planning, organization, management, communications (oral and written) and interpersonal skills. Ability to prepare papers and presentations for the superintendent and Board of Education.
EDUCATION, TRAINING, AND EXPERIENCE: Masters degree from an accredited college or university with specialization in the area of responsibility and coursework in Pre K-12 curriculum. A & S certification required. Five years outstanding teaching or related experience in the appropriate subject and at the appropriate level. Administrative or supervisory experience desirable. Successful recent leadership experiences in assessing program needs, curriculum development, program implementation, and professional development, integration of curricula, and grant writing desirable. Experience with computers and instructional technology to support teaching and learning, curriculum development, professional development, and program and student accountability. Other combinations of applicable education, training, and experience that provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered
CERTIFICATE AND LICENSE REQUIREMENTS: Meets Maryland certification requirements for administrators and principals or Administrator 1.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) None
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Frequent extended-day work required. Occasional attendance at evening Board of Education, PTA and committee meetings.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Coordinates partnership programs and activities with community groups and advocates to promote and support students academic success.

Collaborates with other local school systems to foster continuous improvement in teaching and learning and to align cooperative efforts with schools and school systems¿ strategic plans.

Collaborates with higher education to develop and implement innovative student programs and joint professional development activities that result in improved readiness for college-level studies by MCPS graduates.

Supervises the work of teachers on special assignment to the Office of Curriculum and Instructional Programs (OCIP) to promote teacher proficiency in differentiating curriculum and instruction for the full range of learners.

Organizes the design, planning, and implementation of special projects established to promote achievement of local priorities and state mandates that result in the institutionalization of improved teaching and learning.

Works with staff from other MCPS offices and departments to collaborate on the design, development, and implementation of innovative student and staff development programs that support systemwide initiatives and priorities.

Keeps knowledgeable regarding ongoing and new program development and staff development related to improved teaching and learning.

Plans and manages special countywide programs related to local initiatives and priorities and state mandates.

Collects data and prepares responses to requests for information about special projects; interprets special projects to the Board, staff, parents, and community; keeps abreast of latest research, developments, and techniques related to system initiatives and priorities.

Plans and coordinates activities that involve parents, community, and the business sector in support of special projects that promote and support students academic success.

Prepares required reports, correspondence, and annual budget requests; manages expenditures and accounts for countywide activities; recommends allocation of grant funds according to the needs and best utilization; maintain files, records, and/or expenditure controls.

Collaborates with other MCPS offices and departments, community groups, and institutions of higher education to develop grant proposals for the improvement of teaching and learning.

Performs related duties as assigned.
