Transportation Bus Operations Coordinator

SUMMARY DESCRIPTION; PHYSICAL DEMANDS; AND SPECIAL REQUIREMENTS: SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the Director, Department of Transportation, supervises and coordinates all aspects of MCPS student transportation bus operations in assigned areas. Oversees the establishment and revision of bus routes including special education transportation and magnet, consortia, and choice programs; prompt resolution of student transportation problems; coordination of student transportation programs with principals, central office, parents, Maryland State Department of Education, outside agencies, and others; preparation of current and long-range student transportation plans. Oversees depot staff including depot managers, transportation cluster managers and bus route supervisors. Collaborates with internal offices and transportation leadership team members to ensure fleet, training, staffing, and other functional areas support bus attendants, bus operators, supervisors, and others and their work. PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) Ability to handle stressful situations. SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) May be required to work evenings to attend committee, community, or other meetings. Must be willing to work irregular hours during emergencies. Must maintain certification as a Maryland school bus operator.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE SKILLS ABILITIES: KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of the scheduling, routing and safe operation of school buses or other fleet vehicles. Knowledge of MCPS and state mandated safety requirements and procedures. Ability to plan and maintain effective system-wide student transportation programs. Ability to analyze student transportation problems and programs and to recommend or implement corrective actions designed to improve student transportation operations. Ability to deal courteously and effectively with school officials, parents, MSDE officials and others. Ability to supervise, directly or indirectly, large numbers of employees, including several layers of mid-level management. Excellent oral and written communications and human relations skills. Thorough knowledge of the SSPGS, Seven Core Competencies and the PAR system. Thorough knowledge of union contracts. Demonstrated ability to supervise and evaluate staff and implement the Supporting Services Professional Growth System (SSPGS). Knowledge and application of the six leadership standards that have been established for the Montgomery County Association of Administrators and Principals (MCAASP/MCBOA). Thorough knowledge of special education laws, policies, and regulations related to special education, homeless/foster, and 504 transportation; Code of Maryland Regulations (COMAR) requirements for pupil transportation.
EDUCATION, TRAINING AND EXPERIENCE; CERTIFICATE AND LICENSE REQUIREMENTS: EDUCATION, TRAINING, AND EXPERIENCE: Bachelor’s degree in transportation logistics, human resources, business administration or education or equivalent experience (four years) in the student transportation field required. Training or college coursework in transportation, management, or related field required. . Minimum of five additional years of progressively responsible experience, including considerable supervisory experience, in the scheduling, routing, and safe operation of a large fleet of school buses or similar fleet transportation system, or related field required. Experience working with special education related topics and abilities to manage, mitigate, and problem-solve issues that may arise. Excellent knowledge and proficiency in composition writing and English grammar. Other combinations of applicable education, training and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.CERTIFICATE AND LICENSE REQUIREMENTS: Possession of or ability to obtain a valid Maryland Class B Commercial Driver’s License (passenger, school bus and air brake endorsements) or equivalent. Certification in safety training and/or bus driver instructor, and/or drug and alcohol certification or ability to obtain.

DUTIES AND RESPONSIBILITIES:

Not all duties assigned are included, nor are all duties listed performed in every office or every day.)Supervises and coordinates all aspects of a large public school student transportation operations, including responsibility for day-to-day operation of school buses.Provides guidance, direction, and supervision to an assigned set of transportation depot managers and the transportation specialist responsible for special and alternative education pupil transportation.Regularly meets with direct reports for coordination, problem solving and planning purposes.Coordinates with the department’s staffing office to hire substitute bus operators and bus attendants for an assigned set of depot locations.Uses data to inform and forecast staffing for all positions within bus operations including bus operators and bus attendants.Reviews and investigates serious student or bus operator problems and recommends or initiates appropriate action. This includes responsiveness to school administrators, central office staff, and families to collaborate on investigating, problem-solving, and determining recommendations for desired outcomes which may include student and employment actions.Prepares correspondence, reports, and memoranda on student transportation issues for the department and other school system officials as required.Confers with school officials, parents, MSDE, and outside agency officials on student transportation problems, procedures, and requirements and recommends or initiates appropriate actions.Answers mail and phone requests for information on bus routes and stop locations, and reviews requests for schedule changes.Analyzes current and long-term student transportation requirements and provides plans for meeting requirements and improving operations.Assists department in meeting management plan by developing objectives and setting goals for an assigned set of transportation depot managers. Leads and presents department-wide meetings and trainings.Assists operational supervisors in the handling of day-to-day problems, and acts as a resource person to supervisors on management and transportation questions.Evaluates depot managers' performance and makes recommendations regarding operations personnel using JCSBABO, SSPGS, and other regulatory compliance standards.Advises the director, assistant director, and fiscal manager on department's budgetary needs including employee scheduled hours, fleet mix and use, safe, economic, and efficient routing.Coordinates review of department's management efficiency program including conducting leadership workshops and providing opportunities for professional learning.Develops and maintains a department library on pertinent transportation industry materials and management articles to assist manager's delivery of service.Attends conferences (in and out of state) to stay abreast of industry standards and to represent the department and school system in professional spaces relative to pupil transportation, the school bus industry, and other related fields including special needs training.Keeps informed on transportation industry innovations and trends as they relate to department concerns.Meets with other divisions/departments/offices to promote interdisciplinary program and collaboration.Sits as a member of the Bus Accident Review Board (BARB) to determine the preventability of school bus accidents.Partners with procurement staff and leads efforts to ensure projects, contracts, and work with contractors moves apace, on schedule, and remains relevant to the needs of the department. Evaluates products, vehicles, software/hardware for compatibility with transportation operations.Remains knowledgeable about electric school buses, charging infrastructure, and determines best practices and implements plans to ensure minimal disruption to transportation services.Uses data and resources to identify efficiencies in routing, depot processes and structures, and leads the work to implement large scale, department-wide changes for continuous improvement and in support of student achievement.Attends and liaises with school construction and facilities on new school construction, renovations, and makes recommendations grounded in best practices for safety and efficiency relative to site design and flow including traffic and pedestrian patterns.Represents the department at programs review committees, special education roundtables, and other systemwide initiatives and workgroups to support effective communication, collaboration, and implementation of complex routing and pupil transportation networks. Examples of this includes attending and representing DOT at parent and community meetings; County Council sessions, hearings, meetings; and may attend IEP meetings.Represents the department at community and special events including PTA and construction meetings.Acts as the director or assistant director in their absence.Co-leads the work of the department of implement a strategic plan that enhances student safety and access to education.Is a pivotal member of the inclement weather team and helps formulate recommendations and decisions regarding inclement weather that may impact normal school and bus operations. May make recommendations to executive staff in the absence of the director or assistant director.Develops, implements, and ensures compliance with standard operating procedures for bus operations of a large school district to ensure consistency, uniformity, safety, efficiency, and equity in transportation services provided.Determines if fit-for-duty and special evaluations are required for employees in safety-sensitive positions.Works directly with the Department of Compliance and Investigations and the Office of the General Counsel in response to inquiries, video requests, subpoenas, etc. and collaborates with transportation leadership to determine outcomes.Acts as liaison between department and schools and community. related work as required.
