SUMMARY DESCRIPTION; PHYSICAL DEMANDS; AND SPECIAL REQUIREMENTS: SUMMARY DESCRIPTION OF CLASSIFICATION: Under the direction of the controller, the coordinator of financial services is responsible for supporting the implementation of financial policies, procedures, controls and reporting systems. Ensures legal and regulatory compliance with federal, state, local and Board mandates for all accounting and financial reporting functions. Coordinates and prepares complex financial reporting documents for local, state and federal agencies. Works independently to prepare recommendations and fiscal impact information for the controller, executive staff, and the superintendent of schools. Provides advanced professional guidance to schools and offices for the use of MCPS business systems analysis of accounting data, effectiveness of other business processes, and fiduciary responsibilities. MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE SKILLS ABILITIES: KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of federal, state, local, and Board of Education laws, policies, regulations, and procedures relating to financial management and controls. Considerable knowledge of generally accepted accounting principles, (GAAP) concepts, and updates as set by the Governmental Accounting Standards Board (GASB). Demonstrated ability to analyze, identify, and implement information technology solutions in a complex setting. Considerable knowledge of continuous improvement principles and practices, including customer service. Strong organizational and time management skills. Demonstrated excellent oral and written communication and human relations skills. Ability to acquire knowledge of and meet the six leadership standards that have been established for the Montgomery County Association of Administrators and Principals (MCAAP/MCBOA) Professional Growth System (PGS).
EDUCATION, TRAINING AND EXPERIENCE; CERTIFICATE AND LICENSE REQUIREMENTS: EDUCATION, TRAINING, AND EXPERIENCE: Bachelor's degree from an accredited college or university in finance, accounting, or a related field. At least three years of recent experience in a business financial position in a large public service organization, or any combination of applicable education, training, and experience which provides the knowledge, abilities, and skills necessary to perform effectively in the position.CERTIFICATE AND LICENSE REQUIREMENTS: Certified Public Accountant certificate preferred.

DUTIES AND RESPONSIBILITIES:

EXAMPLES OF DUTIES AND RESPONSIBILITIES:1.Assists in coordinating the planning, development, organization, implementation, and in the evaluation of the organization's accounting, and performance.2.Monitors and tracks the completeness, accuracy, and timeliness of fiscal data.3.Works closely with the external audit firm and coordinates staff assignments relating to the audit.4.Serves as a member of the development and implementation team of the Financial Management System.5.Provides training and orientation for new department employees, as well as schools and office staff for the organization’s accounting policies and procedures.6.Maintains contact with schools and offices regarding the reporting and accounting of financial data.7.Working closely with other staff in the Office of Financial Oversight, provides support to school financial agents and principals in matters involving the Independent Activity Funds and the systems and tools used to manage them.8.Coordinates and supports a customer services vision and action plan so that employees and vendors are served effectively and efficiently.9.Ensures that the accounting operation of Montgomery County Public Schools is in compliance with state, federal, and local laws, as well as with generally accepted accounting principles (GAAP).10.Coordinates with the internal audit staff to identify any problem areas in financial accountability to take corrective action.11.Supports the ongoing maintenance of a current financial manual for schools and departments.12.Maintains a working relationship with financial management officials from other agencies, such as the Montgomery County Government, the Maryland State Department of Education, other school districts, and local, state, and federal governments.13.Understands and applies principles of performance evaluation and professional growth for employees.14.Performs related duties consistent with the scope and intent of the position.
