Summary Description:
Under direction of the Director of Student Conduct and Appeals, the coordinator collaborates with supporting services and clerical staff within the unit, serves as a district resource for central offices and school leadership in the content areas of child abuse and neglect, student-to-student sexual harassment, student code of conduct, hate-bias incidents, gangs and gang behaviors, suicide, gender identity, religious diversity, and student bullying and intimidation. Supports districtwide implementation of programs and activities outlined in the Title IX Federal Civil Rights Law and guides prevention efforts to avoid civil rights violations from occurring. Collects, monitors, and analyzes reports of illegal, unethical, or improper conduct, and leads/supports the implementation of a uniform districtwide response. Responds to school issues of non-compliance to ensure fidelity of implementation for step-by-step processes and timelines are met. Collaborates with partner agencies to support investigations of allegations of criminal non-compliance, as well as supports internal MCPS investigations of code of conduct non-compliance. Participates in the development and annual revisions of the districtwide staff training and the student culture of respect training. Oversees and monitors prevention efforts to avoid non-compliance and civil rights violations from occurring. Possesses a strong understanding of school-based and central office operations in order to engage and encourage staff, stakeholders, and the greater community to actively participate in building and maintaining a culture of high expectations for students and staff and eliminating institutional inequities. Works collaboratively with internal and external offices. Serves as the district compliance liaison for Maryland State Department of Education, Child Protective Services, and to the greater community and schools, on topics of student welfare including child abuse, student bullying and sexual harassment, gender identify barriers, and Title IX compliance. Responds to concerns from the public
(in-person, e-mail, phone, and compliance drop box, Title IX drop box, monitoring and responding) and coordinates student welfare and compliance-related supports to schools and students. Excellent organizational, oral and written communication, time management, project management, and human relations skills. Collects, inputs, monitors, and analyzes multiple compliance data points to recognize areas of exemplary compliance and intervene in areas of student safety and risk. Prepares federal, state, local, and Board of Education compliance reports as mandated by law and policy. Additionally, in collaboration with the director, the coordinator leads and support staff and students through the Title IX processes and procedures.

Knowledge, Skills, Abilities:Thorough knowledge of Title IX processes and procedures: federal, state, and local law, regulations, principles, practices, and strategies related to all areas of student welfare and compliance, and ability to ensure district compliance. Extensive knowledge of the requirements under civil rights laws, regulations, and guidance to advise the district about its policies, procedures, and practices to investigate complaints alleging violations impacting student welfare. Ability to collect, analyze interpret and report on data relevant to compliance matters. Experience in collaborating with outside agencies including Child Welfare Services, Police, States Attorney’s Office, and child advocacy and victims support groups in addressing child welfare needs. Knowledge and experience in investigations, investigative reporting, and mediation to follow up with stakeholders involved in school-based non-compliance. Working knowledge of school-based operations and procedures that govern schools’ day-to-day operations and central office procedures related to serious incidents reported by schools. Ability to investigate, mediate, and respond effectively to incidents, issues, and complaints. Ability to forge positive relationships with staff and community based on transparent, two-way meaningful communications. Highly skilled in developing, communicating, and delivering engaging adult learning modules on compliance topics. Excellent collaborative, interpersonal, and oral and written communication skills. Comprehensive project and process management skills utilizing information technology systems. Ability to understand and interpret BOE policies, and regulations JHC, ACF, ACA, JFA-RA, JHF, JHG-RA, IOH-RA, and guidelines related to: Student Gender Identity Matters; and Respecting Religious Diversity. Must have a thorough knowledge and understanding of or ability to quickly learn and apply MCPS five core values: equity, respect, relationships, learning, and excellence. Must be able to obtain knowledge of and apply the six leadership standards that have been established for the Montgomery County Association of Administrators and Principals Administrative and Supervisory Professional Growth System. |
Education, Training, Experience: Bachelor's degree from an accredited college or university with major course work in public or personnel administration, education, counseling, social work, criminal justice, health and human services, legal studies, compliance, child abuse and neglect, sexual harassment,Title IX, school safety and security, and compliance issues pertaining to implementation of local, state, and federal regulations. Master's degree desirable. At least five years of school related experiences and/or similar related experiences of supporting schools, students, and/or families. Experience in advising and supporting administrators and leaders of districts, other educational institutions, or other public agencies, and overseeing Title IX and other compliance issues pertaining to implementation of local, state, and federal regulations. Experience in developing and implementing professional learning on topics of compliance. Extensive experience in investigating issues regarding compliance and student welfare. Evidence of experience in implementing policies, procedures, systems, structures, and training to protect the physical, social, and psychological well-being and rights of children and employees. Practical experience developing and upholding current and relevant resources related to Title IX and compliance incidences. Experience with coordinating and delivering professional learning to large and diverse stakeholder groups.
