SUMMARY DESCRIPTION; PHYSICAL DEMANDS; AND SPECIAL REQUIREMENTS: Summary Description: Under the direction of the Director of the Department of Infrastructure and Operations, define, lead, and supervise staff in managing, troubleshooting, and designing for a complex network infrastructure in a large wide-area network environment with expertise in routing, switching, local area networks (wired and wireless), firewalls, intrusion detection/prevention systems, proxy servers, log aggregation technology, virtual private networks, as well as disaster recovery and business continuity practices. Leads and supervises ITSSs in both Telecommunications and Information Security, manages projects, and establishes processes and procedures that support all aspects of the technology infrastructure and core. Collaborates with key stakeholders including central services staff, school-based staff, as well as business partners. Physical Demands: None Special Requirements: Ability to work extended hours, including nights and weekends, as required by program activities and/or emergency situations
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE SKILLS ABILITIES: Thorough knowledge and competency in the following technical areas: network protocols, BGP, EIGRP, IPSec, NAT/PAT, QoS, Multicast, STP, 10GigE, GigE, encryption/description, certificates, end-point protection; project management skills and ability to manage time and complex tasks. Thorough knowledge and competency in understanding the need for and use of encryption, network traffic collection and analysis tools, malware identification tools, and dynamic routing protocols specifically; IPSec and DMVPN. Strong critical thinking and analytical skills. Thorough knowledge of a variety of enterprise-class network equipment, such as but not limited to routers, switches, and gateway products. Ability to work in a collaborative, innovative, flexible and team-oriented environment. Ability to effectively lead work teams and facilitate process design sessions. Ability to determine priorities, allocate resources, manage projects, measure and analyze results. Flexibility, adaptability and the ability to learn quickly in various technical and creative environments, while delivering quality work with tight deadlines. Skilled in applying proven interpersonal tactics for anticipating and diffusing negative client response. Demonstrates good written communication skills, including documentation, newsletters and correspondence. Excellent human relations and management skills. Knowledge and application of the six leadership standards that have been established for the Montgomery County Association of Administrators and Principals (MCAAP/MCBOA) Professional Growth System (PGS).
EDUCATION, TRAINING AND EXPERIENCE; CERTIFICATE AND LICENSE REQUIREMENTS: Education Training Experience:Bachelors degree in computer science or any nationally recognized computer certification or documented evidence of other appropriate course work/training or experience equivalent to a bachelor^s degree necessary to perform effectively in the position. A minimum of 3 years¿ experience managing IT staff developing, supporting enterprise wide projects and end users. Other combinations of applicable education, training and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.Certificate License:None

Example Duties:Supervises and leads technical staff in both the Telecommunications group as well as Information SecurityStays abreast of the latest research and industry best practices for providing leadership in the development and maintenance of a highly-available, high performing, highly-secure network infrastructure for all of MCPSDemonstrates exemplary written and oral communication skillsModels industry best practices, such as applying necessary updates to critical systems, optimizing configurations for performance and reliability, and documenting all aspects of the current infrastructurePrioritizes, schedules, and allocates technology support resources for the implementation assignedProvides support for instructional and administrative computer technology and resolves technical support issues that may interrupt the delivery of instruction and administrative servicesDiagnoses and assists in the resolution of complex issues related to all aspects of network infrastructure and network securityParticipates in the identification and hiring of team membersProvides orientation, mentoring, training, and staff development for staffPerforms the evaluations of all staff within Telecommunications and Information SecurityCreates long-range plans for the adoption of new technologiesDesigns and recommends specific technology solutions based on user requirementsObtains quotes on hardware and software based on design specificationsLeads research and development related to an assigned system-wide programPrepares and conducts technical review of various projects and/or specific incidentsReviews hardware and/or software specifications from different departments and analyzes and reports on configuration issuesAttends meetings to discuss technical requirements around current and future technology considerationsMonitors network management and performance software and applicationsPerforms related duties consistent with the scope and intent of the position
