SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the chief strategy officer provide leadership for development of the strategic plan and related work to ensure alignment of school system priorities with the systemwide and office strategic plans. Manages systemwide continuous improvement initiatives including grant acquisition and seeking out innovative programs aligned with school system prioritites. Provide ongoing support to offices, departments, and divisions with development of strategic plans and measures. Provide leadership for the design and implementation of continuous and process improvement tools for the system. Engage with offices to assess and communicate systemwide progress toward goals and connect results to investments. Collaborates with offices to identify, obtain, and monitor grants that are aligned with system goals and priorities. Facilitates interactions and submissions of requirements with federal, state and local agencies related to the school system strategic plan and funding sources.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of project management, strategic planning; change management; grant acquisition, facilitation of high-performing teams; organizational theories; and trends in continuous improvement. Excellent planning, organizational, interpersonal, communication, and data analysis skills. Ability to effectively work with school and system leaders to implement and monitor programs and initiatives. Ability to prepare and deliver papers and presentations. Knowledge of the six leadership standards that have been established for the Montgomery County Association of Administrators and Principals (MCAAP/MCBOA) Professional Growth System (PGS).
EDUCATION, TRAINING, AND EXPERIENCE: Masters degree from an accredited college or university in business administration or other related field. Minimum of 7 years outstanding experience as a manager or administrator, and evidence of progressive leadership responsibilities. Extensive experience with project management and strategic planning. Experience utilizing strategic models for developing and monitoring key work processes and key performance indicators and with the acquisition of grants. Other combinations of applicable education, training, and experience, which provide the knowledge, abilities, and skills necessary to perform effectively in the position, may be considered.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Implements a formal systemwide strategic planning process.

Facilitates the Baldrige Team meetings and implements the Baldrige work plan.

Builds capacity of system leaders with respect to strategic planning and monitoring progress.

Researches, designs, and implements continuous and process improvements tools for the school system.

Researches trends in strategic planning tools and processes to implement in MCPS.

Collaborates with the budget unit and system leaders to ensure resources are aligned with system priorities.

Supports offices with identification, submission, and monitoring of grants aligned with school system goals.

Coordinates submission of requirements for federal and state funding including but not limited to the master plan.

Collaborates with specialists and offices to ensure appropriate budgeting, implementation, and fiscal monitoring of awarded grants.

Collaborates with offices to seek out innovative programs aligned with school system priorities .

Performs related duties consistent with the scope and intent of the position.
