SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction, supervises the Applied Research Unit and Program Evaluation Unit in the Office of Shared Accountability. Plans, designs and conducts research to support complex evaluation/research activities. Trains and supervises staff in data analysis and the use of appropriate statistical methods. Directs the collection and processing of data used to determine the effectiveness of educational programs and initiatives. Develops data collection instruments, analyzes data, critiques the writing and methodologies of other staff members. Oversees rigorous research that informs the development of tools, models, and benchmarks for use in data-driven decision-making throughout the school system.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Extensive knowledge of social science research and evaluation methodology and statistics. Knowledge of Statistical Package for the Social Sciences (SPSS) or equivalent statistical software. Ability to train personnel in research skills. Exceptional written and verbal communication skills. Ability to communicate, both in writing and orally, technical information in a way that is understandable to people without technical training. Knowledge of quality management, systems thinking, and strategic planning are highly desirable. Ability to work across multiple projects and negotiate competing deadlines. Planning and project management skills. Demonstrated ability to build relationships, influence others and offer strategic perspective. Excellent interpersonal skills.
EDUCATION, TRAINING, AND EXPERIENCE: Master's degree required; doctoral degree from an accredited college or university in a social science area related to the work of the Office of Shared Accountability (e.g., education, psychology, sociology, psychometrics, etc.) preferred. Experience using SPSS, spreadsheets, and relational database systems are highly desirable.
CERTIFICATE AND LICENSE REQUIREMENTS: None.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) None.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Occasional overtime, night and weekend work.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Designs and supervises research and evaluation projects aligned with school system priorities and in response to requests for the Board of Education and members of the Executive Staff.

Supervises the work of the Applied Research and Program Evaluation units and outside consultants.

Provides consultation to MCPS offices, project teams, and schools on the design, implementation, analysis and presentation of research results.

Respond quickly and accurately to requests for information.

Oversees file preparation, data analysis, and the annual reporting of strategic data points that monitor progress toward the All In: Equity and Achievement Framework.

Think through and propose analytical strategies.

Responsible for all aspects of survey administration including survey instrument development, data collection, data analysis, and reporting.

Responsible for processing external research requests.

Serves as a consultant to other MCPS offices on the design, implementation, analysis and presentation of results of various research projects.

Provides written and oral presentations of studies to members of the Executive Staff and Board of Education.

Monitors and reviews current educational research studies and accountability systems.

Performs related duties as assigned.
