SUMMARY DESCRIPTION OF CLASSIFICATION: : Under the direction of the Director of the Department of Infrastructure and Operations, provides leadership in the definition, integration, implementation, and administration of enterprise solutions and practices. Leads and oversees staff in designing, engineering, systems architecture for new or existing systems, platforms, and identity integrations for the enterprise; managing and supporting the enterprise resources that house, serve, and govern access to the technology systems used by staff and students, parents/guardians, and retirees; as well as coordination of disaster recovery and continuity of operations practices for related enterprise systems. Leads and supervises IT engineers in both Enterprise Systems Architecture and Information Security; manages projects; and establishes processes and procedures that support all aspects of the technology infrastructure and core. Collaborates with key stakeholders and across enterprise technology teams, including central services staff, school-based staff, as well as, business partners to establish best practices and requirements for new and existing services for infrastructure, identity governance, provisioning, access, and continuity of operations.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Considerable knowledge of project and process management methodologies related to the design, development, implementation and support of systems. Knowledge and competency in the following technical areas, to include but not limited to: enterprise server systems, cloud platforms, virtual systems platforms, enterprise storage systems, DNS, Active Directory, cloud directories, identity systems for staff, students, retirees and parents, as well as integrations for business and instructional applications. Strong critical thinking and analytical skills. Ability to effectively lead work teams and facilitate process design sessions; ability to understand and translate end-user requirements into meaningful technology solutions that align and integrate with established organization standards and practices and correlate knowledge of existing service(s)¿ interdependence and security. Ability to determine priorities, allocate resources, manage projects, measure and analyze results. Must possess flexibility, adaptability and the ability to learn quickly in various technical and creative environments, while delivering quality work with tight deadlines. Ability to work in a collaborative, innovative, flexible and team-oriented environment. Ability to lead, motivate, and coach others, with a flexible management style to supervise and work with a variety of diverse team members with a variety of backgrounds and knowledge. Skilled in applying proven interpersonal tactics for anticipating and diffusing negative client response. Demonstrates good written communication skills, including documentation, newsletters and correspondence. Excellent human relations and management skills. Knowledge of or ability to quickly learn and apply the six leadership standards that have been established for the Montgomery County Association of Administrators and Principals (MCAAP/MCBOA) Professional Growth System (PGS).
EDUCATION, TRAINING, AND EXPERIENCE: Bachelor's degree in computer science or coursework/training or experience equivalent to a Bachelor's degree. This may include any nationally recognized computer certification; or documented evidence of other appropriate course work/training; or experience equivalent to a Bachelor's degree necessary to perform effectively in the position. Outstanding administrative or supervisory skills required. Five years or more experience, including exposure to all phases of the development life cycle to design, architect, and deliver enterprise level infrastructure solutions, manage IT staff, and support enterprise wide projects and end users. Other combinations of applicable education, training and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Supervises and leads technical staff in both Enterprise Systems as well as Information Security. Stays abreast of the latest research and industry best practices for providing leadership in the development and maintenance of a highly-available, high performing, highly-secure data-center infrastructure for all of MCPS. Demonstrates exemplary written and oral communication skills.

Oversees the technical review of third-party/vendor relationships (application, data exchange, etc.) for the purpose of ensuring partner agencies and applications match student and system needs as additional means for the coordination of services to support student success. Reviews the technical details for new and existing partner/third-party relationships, ensuring age-appropriate use and compliance with the third-party/vendor terms and conditions. Participates in the development and maintenance of the process to evaluate safe application usage in schools and offices. Participates in the technology and data security review of new and existing contracts. Ensures the cybersecurity-focused portion of the annual compliance training is valid and reflective of current challenges and technologies. Manages cybersecurity-specific education for staff with elevated rights and reports findings to senior leadership.

Leads and supervises a team that develops and maintains enterprise architectures for enterprise systems. Prioritizes, schedules, and allocates technology engineering resources for implementation efforts. Provides support for instructional and administrative computer technology and resolves technical support issues that may interrupt the delivery of instruction and administrative services. Coordinates the work of backups, uptime, disaster recovery and continuity of operations for enterprise server systems, cloud platforms, virtual systems platforms, enterprise storage systems, DNS, Active Directory, cloud directories, and identity systems services. Leads teams who design, build, and manage identity integrations between enterprise systems and MCPS' Identity Provider (IdP) and Identity Manager (MIM). Oversees user provisioning, single-sign-on, endpoint security on sessions, servers and clients. Leads and oversees email management including but not limited to spam filtering and quarantine, eDiscovery and legal holds. and other email-integrated enterprise solutions (applications using MCPS email for messaging.) Reviews and evaluates existing technology effectiveness and efficiency and develops strategies for improving and leveraging systems, products, and tools more efficiently. Diagnoses and assists in the resolution of complex issues related to all aspects of systems infrastructure and network security. Designs and recommends specific technology solutions based on user requirements. Obtains quotes on hardware and software based on design specifications. Ensures that projects meet business requirements and goals, fulfill end-user requirements, or identify and resolve systems issues. Prepares and conducts technical review of various projects and/or specific incidents. Reviews hardware and/or software specifications from different departments and analyzes and reports on configuration issues. Attends meetings to discuss technical requirements around current and future technology considerations.

Oversees the management of enterprise system IT teams and ensures projects adhere to standards and meet delivery criteria. Models industry best practices, such as applying necessary updates to critical systems, optimizing configurations for performance and reliability, and documenting all aspects of the current infrastructure. Supervises a team who engages users in change management processes leading to customer awareness, acceptance, and satisfaction. Works closely with staff across divisions, departments and offices to implement the vision, objectives and strategic priorities of OSI and MCPS. Partners with instructional, business, and other enterprise project teams to collaborate and coordinate on related infrastructure design, build, test, and implementation of quality solutions. Provides oversight to ensure that timelines are communicated and met and stakeholders receive complete and accurate documents and materials. Conducts sessions with users and stakeholders to identify enterprise infrastructure requirements, gather feedback, and provide communication on progress. Creates long-range plans for the adoption of new technologies. Leads research and development related to an assigned system-wide program.

Participates in the identification and hiring of team members. Provides orientation, mentoring, training, and staff development for staff. Performs the evaluations of all staff within Enterprise Systems Administration. Understands and applies principles of performance evaluation and professional growth for employees. Performs related duties consistent with the scope and intent of the position.
