Summary Description:
Supervises the Applied Research Unit in the Office of Shared Accountability. Designs and conducts research to understand factors that influence student outcomes and perceptions of school quality. Trains and supervises staff in data analysis and the use of appropriate statistical methods. Oversees rigorous research that informs the development of tools, models, and benchmarks for use in data-driven decision-making throughout the school system.

Extensive knowledge of social science research and evaluation methodology and statistics. Knowledge of Statistical Package for the Social Sciences (SPSS). Extensive knowledge of current educational research in a wide variety of areas. Ability to train personnel in research skills. Ability to communicate, both in writing and orally, technical information in a way that is understandable to people without technical training. Demonstrated ability to work effectively with staff from various parts of a school system. Knowledge of quality management, systems thinking, and strategic planning are highly desirable. Excellent interpersonal skills.

Education Training Experience:Masters degree required; doctoral degree preferred from an accredited college or university in a social science area related to the work of the Office of Shard Accountability (e.g., education, psychology, sociology, psychometrics). Experience using SPSS, Excel, and a relational database system highly desirable. Experience working in K-12 educational research strongly preferred.Certificate License:None

Example Duties:Designs and supervises research aligned with school system priorities.Supervises staff and manages the budget for the Applied Research Unit.Provides consultation to MCPS offices, project teams, and schools on the design, implementation, analysis and presentation of research results.Responsible for the processing, loading, analysis and reporting of PSAT, SAT, ACT, Advanced Placement, International Baccalaureate exam results, and National Student Clearinghours data.Oversees file preparation, data analysis, and the annual reporting of strategic data points that monitor progress toward milestones in the MCPS strategic plan, Our Call to Action. Responsible for all aspects of survey administration including survey instrument development, data collection, data analysis, and reporting.Responsible for processing external research requests. Performs related duties as assigned.
