SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction, coordinates the planning and development of instructional and educational programs on cable television for the classroom and for the community at large. Responsibilities include planning and coordinating training of staff, student interns, community members and others involved in the preparing and produc-ing of cable TV program; coordinating the use of MCPS cable television facilities by community members/groups; and liaison with the community at large, the Cable Television and Telecommuni-cations Policy Division of Montgomery County Government, representatives of Tribune United Cable Company and others.KNOWLEDGE, ABILITIES AND SKILLS: Thorough knowledge of the educational process. Knowledge of the MCPS organization or ability to rapidly acquire such knowledge. Thorough knowledge of instructional technology, with knowledge of the planning, development, and use of instructional cable television programming highly desirable; familiarity with laws, regulations, and contractual agreements governing cable television including federal, state, and local laws desirable; ability to effectively coordinate the planning and development of instructional and educational cable TV programs. Ability to effectively work with students, staff and members of the community. Excellent oral and written communications, human relations, and interpersonal relations skills.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of the educational process. Knowledge of the MCPS organization or ability to rapidly acquire such knowledge. Thorough knowledge of instructional technology, with knowledge of the planning, development, and use of instructional cable television programming highly desirable; familiarity with laws, regulations, and contractual agreements governing cable television including federal, state, and local laws desirable; ability to effectively coordinate the planning and development of instructional and educational cable TV programs. Ability to effectively work with students, staff and members of the community. Excellent oral and written communications, human relations, and interpersonal relations skills.
EDUCATION, TRAINING, AND EXPERIENCE: Master's degree from an accredited college or universit in the field of education, with coursework in instructional technology and television applications highly desirable. Considerable school-based experience with instructional technology, including television programming and related services. Experience working with community members in the application of cable TV and experience in broadcast management desirable; or any combination of applicable education, training, and experience whichprovides the knowledge, abilities, and skills necessary to perform effectively in the position,
CERTIFICATE AND LICENSE REQUIREMENTS: Meets Maryland certification requirements for Media Specialist in Educational Technology or Educational Media Generalist Level II.

SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Ability to meet with community groups on evenings and weekends and to work overtime, as required.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

1. Consults with MCPS staff members and groups in the community to determine needs that could be met through cable television, and plans the year's production schedule to meet those needs.

2. Identifies and secures staff, members of the community and other appropriate parties to begin preparing scripts and coordinates their activities with the production staff in the Department of Instructional Resources.

3. Serves as chairperson of the Cable TV Staff Advisory Committee, which considers proposed uses of this technology for instruction, staff development and public information.

4. Develops, writes, monitors, and updates the MCPS long-range cable plan.

5. Plans and coordinates training of staff, student interns, volunteers, and community members in the various functions involved with preparing and producing television programs.

6. Works closely with the student interns who perform production related activities in a quasi ¬instructional setting.

7. Coordinates the use of MCPS cable facilities by members of the community and serves as liaison with the community at large on matters relating to educational cable TV.

8. Speaks to community, parent, business and civic groups on MCPS cable TV programs, goals, activities, and facilities.

9. Maintains liaison with the Cable Television and Telecommunications Policy Division of Mont. County Government and representatives of Tribune United Cable Co.

10. Establishes contacts with representatives of other school systems and educational agencies for the purpose, of exchanging information and sharing resources.

11. Serves as primary advisor to MCPS on cable communications related matters.

12. Develops policies, procedures, and operational guidelines for cable TV programs and related matters.

13. Prepares progress and other types of reports.

14. Performs other related work as required.
