SUMMARY DESCRIPTION OF CLASSIFICATION: Under the direction of the director of the Division of Accountability Initiatives in the Office of Shared Accountability, the supervisor of testing administers and supervises all phases of the Testing Unit. The supervisor is responsible for supervising state and local testing programs of the Montgomery County Public Schools, directing the collection and processing of data, analyzing and interpreting data, training school staff on test security and administration, and project budgeting. Also, the supervisor responds to ad hoc requests for test analysis and interpretation, and provides technical assistance to other teaching and supervisory staff in interpreting test scores and effectively using test data.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Extensive knowledge of school system research and educational assessment issues. Strong familiarity with assessments mandated by the state of Maryland, and knowledgeable about norm- and criterion-referenced testing, including performance-based assessments, as well as national assessment research and trends. Knowledge of the accountability requirements of No Child Left Behind. Extensive experience and knowledge of statistics, psychometrics, and data processing, including statistical software packages such as SPSS. Strong oral and written communication skills, including public speaking and experience writing research papers suitable for publication in professional journals and/or at professional conferences. Skill in explaining assessment findings and testing data to administrators, teachers, and parents. Ability to work effectively in a team environment with colleagues, senior staff members and the community. Planning and project management skills; ability to work across multiple projects and negotiate competing deadlines. Excellent planning, personnel management, and interpersonal skills.
EDUCATION, TRAINING, AND EXPERIENCE: Master's degree from an accredited college or university, with intensive course work in education measurement, psychometrics, psychology, or related social science field. Ph. D. preferred. Experience in directing assessment projects, analyzing test performance, and reporting scores to schools and the community. Five years experience in test administration and research in a public school system. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.

1. Coordinates the administration of a systemwide testing program, including schedules of testing activities.

2. Supervises state and local testing programs of the Montgomery County Public Schools.

3. Maintains the systemwide testing program, analyzes test performance, and reports scores to schools and the community.

4. Responds to ad hoc requests for test analysis and interpretation.

5. Provides technical assistance to other teaching and supervisory staff in interpreting test scores and effectively using test data.

6. Provides the leadership in analysis of test date for more effective utilization of tests.

7. Performs related work as required.
