SUMMARY DESCRIPTION; PHYSICAL DEMANDS; AND SPECIAL REQUIREMENTS: SUMMARY DESCRIPTION OF CLASSIFICATION: Under the direction of the Director of Shared Accountability, the Supervisor of Testing, Assessment, and Data Management oversees all phases of state and local testing programs and ensures efficient implementation, administration, and reporting of testing and assessment data. The supervisor supports school-based and central office staff in leveraging data to enhance instructional strategies and student outcomes through data management in an internal data analysis platform. Additionally, the role requires coordination of testing logistics, compliance with state and federal accountability mandates, and professional development initiatives related to testing and data use. Supervises and evaluates testing, assessment, and data management team. Physical Demands: None Special Requirements: None
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE SKILLS ABILITIES: KNOWLEDGE, SKILLS, AND ABILITIES: Extensive knowledge of data management platforms, educational assessments, and state and federal accountability mandates. Strong expertise in statistical analysis, psychometrics, and data interpretation. Knowledge of adult learning theory, instructional design, and professional development strategies. Familiarity with technology systems, including statistical software (e.g., SPSS) and assessment platforms. Excellent written and oral communication skills, including the ability to present complex technical information to non-technical audiences. Demonstrated ability to work effectively across district offices and collaborate with diverse stakeholders. Strong planning, project management, and organizational skills to manage multiple priorities and deadlines. Leadership and interpersonal skills to supervise and develop a high-performing team. Ability to advocate for data transparency and ethical use of information.
EDUCATION, TRAINING AND EXPERIENCE; CERTIFICATE AND LICENSE REQUIREMENTS: EDUCATION, TRAINING, AND EXPERIENCE: Master’s degree from an accredited college or university in educational measurement, psychometrics, educational administration or educational leadership, or a related field. Doctoral degree preferred. Experience in administering and analyzing educational assessments, managing data systems, and reporting scores and data to a state department of education, schools, and the community. Minimum of five years of experience in test administration, data management, student data management platform analytics, or a related field within a public school system. Experience in providing training and support for school-based staff and central office teams. Other combinations of applicable education, training, and experience that provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.CERTIFICATE AND LICENSE REQUIREMENTS: None

This position description is not intended to be an exhaustive list of all duties, knowledge, or ability associated with this classification, but is intended to accurately reflect the core job elements.)Coordinates and administers systemwide testing programs, including developing and managing schedules for state, local, and national assessments.Supervises and coordinates the implementation and maintenance of student assessment data platforms, ensuring accessibility and accommodation protocols are incorporated.Analyzes and interprets test performance data, reporting findings to schools, leadership teams, and the community.Provides technical assistance and training to administrators, teachers, and other staff in interpreting and utilizing test data effectively to inform instruction and intervention.Collaborates with cross-office teams to design and implement professional development focused on testing protocols, data literacy, and accountability requirements.Responds to ad hoc requests for data analysis and interpretation, ensuring accurate and timely reporting.Monitors and reports progress on projects related to testing and assessment data to the Director and other relevant stakeholders.Maintains compliance with state and federal laws, as well as local school board policies, related to testing and accountability.Serves as the primary liaison between vendors and MCPS for student assessment tools, ensuring quality assurance and addressing technical issues.Oversees the design and dissemination of resources, such as assessment guidelines, data reports, and training materials.Leads efforts to improve the utilization of testing and assessment platforms through feedback loops with end-users and stakeholders.Manages project budgets and allocate resources effectively to meet operational needs.Performs quality assurance on test administration, data entry, and analysis processes.Supervises staff supporting testing and assessment data platforms, providing guidance and professional growth opportunities.Coordinates cross-office planning and communication to support instructional and accountability goals.Addresses emerging trends in educational assessment and data use to proactively support district priorities.Performs other duties as assigned by the Director of Shared Accountability or other district leaders.
