SUMMARY DESCRIPTION; PHYSICAL DEMANDS; AND SPECIAL REQUIREMENTS: SUMMARY DESCRIPTION OF CLASSIFICATION: Under the supervision of the Director of the Department of Planning and Construction, provides leadership, coordination, and support in planning, organizing, and managing aspects of facilities, design construction, warranty, and closeout, with an emphasis on meeting sustainability goals and delivery of facilities on time and within budget. Has major responsibility for implementing construction projects approved in the capital budget. Coordinates and collaborates with various divisions, departments, offices, and other stakeholders to develop and implement strategic plans for design, and construction. Manages and oversees architectural and engineering design, both by MCPS design professionals and third party consultants, to align with the district's core values and visions. Supervises and evaluates staff associated with design and construction for capital projects and ensures that MCPS design guidelines are updated on a regular basis. PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) None SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Occasional extended day work required; attendance at some evening Board of Education and community meetings. Ability to travel to construction sites on a frequent and unscheduled basis during regular hours.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE SKILLS ABILITIES: KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of architectural and engineering principles and practices and their application to the public sector in planning, designing, and construction, specifically K-12 education. Leadership skills with the ability to manage multi-disciplined design and construction teams. Familiarity with capital planning and budgeting processes for facilities planning, design, and construction. Strong understanding of sustainable design, the market, industry trends, and industry leaders. Thorough knowledge and experience working with facility management and maintenance related to its design standards and requirements for K -12 education facilities. Excellent technology, organization/time management, communication (written and oral), interpersonal skills, and ability to work as part of a team. Ability to problem-solve to find effective solutions for a variety of potential issues. Ability to provide guidance, training, and technical assistance for other staff members in managing projects, database concepts, features, and operations. Is able to gain an understanding of and apply the six leadership standards that have been established for the Montgomery County Association of Administrators and Principals (MCAAP/MCBOA) Professional Growth System (PGS).
EDUCATION, TRAINING AND EXPERIENCE; CERTIFICATE AND LICENSE REQUIREMENTS: EDUCATION, TRAINING, AND EXPERIENCE: Bachelor's degree from an accredited university with a preferred major in architecture, engineering, or a related field; Master's degree strongly preferred. Minimum of five years of progressive experience in architecture, engineering and/or construction management; two or more years of experience in an administrative or supervisory role. Strong familiarity with AIA Contract documents and contract administration. Significant leadership experience. Experience in financial management and administration, and policy/procedure development. Other combinations of applicable education, training, and experience that provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.CERTIFICATE AND LICENSE REQUIREMENTS: Possession and maintenance of a Professional Architect or Civil, Structural, Mechanical or Electrical Engineer License.

DUTIES AND RESPONSIBILITIES:

Not all duties assigned are included, nor are all duties listed performed in every office or every day.Oversees and coordinates all stages of the project lifecycle including the feasibility study process, conceptual design development process, construction documents, bidding, award of contract, construction administration, and warranty and closeout to align with various district requirements and goals associated with maintenance and operations, sustainability and compliance, information technology, and safety and security.Supervises project managers, facilities manager and other assigned staff associated with design and construction for capital projects to ensure that established policies and regulations are followed and that required reporting procedures are followed.Serves as an in-house subject matter expert on building and life safety code matters and market factors influencing construction costs and materials and maintains an open line of communication with the Department of Permitting Systems, Department of Environmental Protection, Department of Transportation, and other local and state agencies.Responsible for and leads collaborative processes between various divisions, departments, offices, and other agencies for MCPS design standards and specifications to ensure that they are updated regularly and applied consistently.Responsible for ensuring that staff have opportunities for professional development.Responsible for ensuring updated content is posted to the team’s website relevant to design and construction projects.Supports requests for proposals and bidding for consultant services, construction management and the architectural selection process.Works closely with the director and facilities manager to ensure that consultants and contractors are meeting the terms of the contract and following established protocols to maintain safe job sites at all times.Reviews construction plans, fee proposals, submittals, change orders, construction change documents and makes recommendations to the director.Collaborates with design teams and counterparts in other school districts on best practices, trends, and emerging technologies that relate to design and construction.Challenges consultant design teams to work on solutions that are tailored to MCPS’ specific needs and easily replicable and can be maintained by internal maintenance and operations to the greatest extent possible.Ensures that there is a formal handoff from construction to maintenance with a record of work orders and full OM and warranty information in the CMMS.Develops creative solutions to maintain the projects within budget and schedule, including the implementation of value engineering process and procedures.Prepares budget documents, estimates, and projections. Assists in the development of the Capital Improvements Program (CIP), including developing budgets, determining project costs, and developing staffing assignments for each program and individual project.Regularly interacts with all division teams within the Office of Facilities Management and serves on cross-functional teams.Meets with manufacturers’ representatives and advises on the selection of materials for school use.Responsible for the Facility Request process including assignment of work, training needs, and collaboration with the Division of Maintenance and the Department of Security on a regular basis.Responsible for leading the School Opening Workgroup and ensuring that the team provides regular updatesPlays a key role in the design and construction activities of MCPS office spaces, warehouses, transportation depots and other support facilitiesAttend school construction impact team and other project meetings as needed to support the project management team.Responsible for updating the monthly construction progress report for the Board of Education.Drafts memoranda, reports, presentations, and other correspondence for the Design and Construction team as required.Performs related duties consistent with the scope and intent of the position.
