SUMMARY DESCRIPTION; PHYSICAL DEMANDS; AND SPECIAL REQUIREMENTS: SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the Department of Planning and Construction, oversees and manages the preparation, completion and implementation of the local annual capital budget and the associated six-year Capital Improvements Program (CIP) and Educational Facilities Master Plan. Oversees the Real Estate Management Enterprise Fund, ensuring budgeting to maintain balances. Performs real estate site selections, acquisitions, grants, and property management work for Montgomery County Public Schools (MCPS). Responsible for overseeing the production of the Educational Facilities Master Plan and assists in school boundary studies, site selection processes, roundtable discussion groups, and cross functional teams. Directly supervises approximately ten staff on the Capital Planning and Real Estate Management Team Work of the class involves strategic planning, policy updates, coordinating, and implementing policies, programs, and procedures in support of the approved capital improvements program and the efficient utilization of school facilities, including the maintenance of all real property records of the Board of Education. The work includes negotiating for administrative space through leases with private developers and joint venture partners and collecting revenue by leasing surplus space. Makes presentations to the Board of Education and County Council and ensures that planning and real estate management records are maintained and updated. Works closely with legal counsel pertaining to land matters and with Procurement for tenant selection processes. PHYSICAL DEMANDS: None SPECIAL REQUIREMENTS: Ability to work a flexible schedule, including occasional evenings and weekends, to attend community meetings and respond to tenant needs.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE SKILLS ABILITIES: KNOWLEDGE, SKILLS, AND ABILITIES: Extensive knowledge of educational facilities planning, public administration principles and practices, geographic information systems, commercial real estate laws, real property appraisal and acquisition laws, COMAR, principles and practices; of space leasing, and contracting practices, procedures, and policies; of school facilities and property management practices and regulations; of telecommunications policies and regulations regarding the placement of towers at schools; and of budgeting and monitoring expenditures, including the administration of revenue and expense leases, memoranda of understanding, and legal agreements. Skill in negotiating terms of leases. Ability to review and interpret site and subdivision plans, architectural and construction plans and explain them to others. Strong analytical skills, solutions-oriented mentality and tactful diplomacy. Considerable human relations skills to maintain cooperative working relationships with state and local agencies, including the Maryland-National Park and Planning Commission. Thorough knowledge of public participation processes. Ability to prepare presentations and facilitate community meetings. Understanding of MCPS organization, operations, goals and priorities. Knowledge and application of the six leadership standards that have been established for the Montgomery County Association of Administrators and Principals (MCAAP/MCBOA) Professional Growth System (PGS).
EDUCATION, TRAINING AND EXPERIENCE; CERTIFICATE AND LICENSE REQUIREMENTS: EDUCATION, TRAINING, AND EXPERIENCE: Bachelor’s degree from an accredited college or university in business, finance, real estate, urban planning, public administration or related field. Master’s degree strongly preferred. Considerable experience in commercial real estate or property management and community engagement, preferably in a large organization. Two or more years of administrative or supervisory experience. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.CERTIFICATE AND LICENSE REQUIREMENTS: Possession of a valid Maryland noncommercial class C driver’s license or equivalent.

DUTIES AND RESPONSIBILITIES:

EXAMPLES OF DUTIES AND RESPONSIBILITIES: Manages the preparation, development and completion of the local annual capital budget and six-year Capital Improvements Program (CIP) and Educational Facilities Master Plan.Ensures the integrity of the county CIP submission database and develops and implements applications to support the budgetary process.Serves as a primary expert on the local CIP and represents MCPS at community meetings.Oversees the MCPS Real Estate Management Enterprise Fund, identifying revenue and cost reduction opportunities.Coordinates with internal and external stakeholders to identify, negotiate, and acquire sites, easements, and rights-of-way in support of the approved Capital Improvements Program.Participates and leads relevant components and work of school boundary studies, site selection processes, roundtable discussion groups, and may serve on various cross functional teams.Directly supervises approximately ten staff on the Capital Planning and Real Estate Management Team.Assigns and checks work to ensure that staff follows established procedures, policies, regulations and work is completed in a timely manner. Reviews and revises relevant policies such as the before and after care tenant selection process.Responsible for creating and implementing strategic plans related to all MCPS planning and real estate activities, leases, and in support of the capital improvements plan. Drafts memoranda, reports, presentations, and other deliverables in a clear and concise manner.Responsible for overseeing the content on the team’s website, the enrollment forecast, and the maintenance and updates to the Educational Specifications and space requirements for programmatic needs.Works closely with other MCPS offices and internal staff to ensure that programmatic changes are addressed from a facilities standpoint.Reviews real property requests for grants of easements and rights-of-way from state and local government and utilities; prepares grant recommendations for the Board of Education.Manages the Board’s real property inventory; maintains the inventories for MCPS-owned and leased facilities.Represents MCPS on the Montgomery County Planning Board’s Development Review Committee and other relevant groups and makes recommendations on school needs in land use master plans and other development plans for Montgomery County. Directs the preparation of requests for proposals, coordinates proposal evaluations, and recommends awards for joint occupancy leasing and other contract services.Coordinates activities of lessors, attorneys, contractors, and facilities users. Negotiates leases for administrative space needs of MCPS through leases with private developers and joint venture partners and collecting revenue by leasing surplus space from child care providers, pad sites for telecommunications, private schools, and other tenants.Directs and coordinates the preparation and administration of property leases; develops and implements procedures to ensure compliance with leases and contracts; coordinates collection of lease payments and authorizes payments for approved leases and contracts; and directs the maintenance of lease records and reports. Markets surplus space and processes applications for its use; locates and selects tenants in cooperation with other offices and officials; administers and coordinates maintenance of closed schools that are not assigned building administrators. Directs the preparation and administration of budget, including revenues and expenses to maintain balances in the Real Estate Management Enterprise Fund.Represents MCPS with other county agencies; makes presentations to the Board of Education, the Montgomery County Council and others to explain the planning and real estate management program; and maintains liaison with other county agencies. Maintains strict confidentiality as needed for sensitive matters.Performs related work as required.
