Summary Description: Under direction of the Deputy Chief in the Division of Facilities Management (DFM), supervises and provides day-to-day operations support for all human capital management and financial activities. Coordinates across all three departments (Department of Planning and Construction, Department of Facility Operation, and Department of Facility Maintenance) within the division to ensure consistency in hiring, training and evaluation processes. Supports each department with streamlined onboarding processes and develops a robust training and professional development program for the division. Creates tools and resources to evaluate and track the fiscal state of the division. Creates and fosters an environment that embodies leadership and team engagement. Engages in cross-departmental collaboration with all levels of leadership, stakeholders, (i.e. - the Division of Human Resources and Talent Management, the Department of Management and Budget, the Department of the Employee and Retiree Services, Legal Services), consultants, and vendors in assessing needs of the division. Establishes change management and communication processes, manages related procurement, contracting, and financial activities. Manages risk and matters of compliance related to local, state, and federal regulations, policies, and mandates. Aligns priorities with the vision of the division and the Montgomery County Public Schools (MCPS) strategic priorities. Provides leadership for process management, coordination of resources and supports, and the design and implementation of readily accessible resources, tools, and programs.

Ability to manage complex budgets including both capital and operating budgets. Ability to cross-team collaborate with other departments and offices to identify and address gaps and overlaps across the three facilities departments. Ability to build strong relationships and foster collaboration across all levels of leadership, improve decision-making, and deliver value to the district. Ability to provide guidance and supervision in regards to forecasting, tracking, and executing projects (e.g. - related tasks, budgets, and resource allocations); and ability to provide direction to high functioning teams, prioritizing objectives, and resources to scale impact over time. Ability to quickly learn Montgomery County Public School (MCPS) policies, regulations, and practices. Requires excellent fiscal, project and program management, process improvement, team-building, and oral/written communications skills. Prior experience with Oracle Cloud including HUB+ is a plus. Knowledge of or ability to quickly obtain knowledge of and apply the six leadership standards that have been established for the Montgomery County Association of Administrators and Principals (MCAAP/MCBOA) Professional Growth System (PGS). |
Education Training Experience: Bachelor’s degree from an accredited college or university with an emphasis in business administration, project management, human capital management, financing or related field, with courses or experience in, accounting, auditing, budgeting or other fiscal areas Five years or more experience working in a large organization implementing and managing human capital and fiscal management or budget development; some of which shall have been in a supervisory or leadership capacity. Experience with enterprise-wide human resources, financial, and related applications (e.g., Oracle Cloud, Salesforce, Workday). Proficient in Microsoft Excel and PowerPoint. Other combinations of applicable education, training, and experiences may be considered. |

Engages in personal development activities to maintain currency with industry-wide best practices. Leads the development of creating processes and databases that monitor the division’s health related to finance, budget, and human resources activities. Works closely with staff across divisions, departments and offices to implement the vision, objectives and strategic priorities of the DFM and MCPS. Works closely with the three directors to ensure staffing, fiscal and overall human resources priorities are being addressed in a timely manner.
