SUMMARY DESCRIPTION OF CLASSIFICATION: Supervises and provides leadership for instructional technology and curricular-based online professional development for the Online Learning Community in MyMCPS. Supervises instructional technology supports and the development of online professional development resources. Keeps abreast of national and state trends and best practices for online learning as well as the creation and maintenance of online learning communities. Facilitates the development of professional development products that utilize video, audio, interactive web presentations, web-based conferencing, video conferencing, online professional learning communities, and professional development assessments. Supervises assigned staff, manages projects, and establishes processes and procedures that support instructional technology and professional development. Collaborates with key stakeholders including central services staff, school-based staff, parents, business and postsecondary partners, and community members.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of current educational principles, best practices and procedures in staff training, instruction, adult learning theory, and assessing program needs. Thorough knowledge of Montgomery County Public Schools (MCPS) organization and instructional technology, professional development, administration of curriculum, assessment, instruction, policy, and student achievement data. Knowledge of national, state, and local standards and assessments and ability to apply them to instructional technology and professional development. Thorough knowledge of technology to support learning, data analysis, and communication. Ability to design, create, and deliver online professional development. Ability to work effectively with principals, school staff, and central office staff, as well as state and national colleagues to implement programs and products to increase the capacity of all MCPS staff members. Excellent planning, organization, management, communication (oral and written), and human relations skills. Ability to prepare documents and presentations for the superintendent and Board of Education.
EDUCATION, TRAINING, AND EXPERIENCE: Master¿s degree from an accredited college or university with specialization in the area of instructional technology or related field. Five years outstanding teaching or related experience. Administrative or supervisory experience required. Successful recent leadership experiences in identifying program needs, creating online learning experiences, and supervising others. Experience with researching and implementing creative professional development solutions using instructional technology.
CERTIFICATE AND LICENSE REQUIREMENTS: Meets Maryland Teacher Certification requirements and for Administrator I.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) None
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Frequent extended day work required. Occasional attendance at evening Board of Education and evening meetings.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

1.Leads the development and monitoring of implementation of instructional technology and curricular-based online professional development.
2.Establishes standards and expectations for systemwide professional development using technology.
3.Creates and monitors a program to train MCPS staff members to develop and maintain online professional development resources.
4.Keeps knowledgeable regarding ongoing and new program development. Reviews best practices, recent literature, and research studies and reports. Evaluates findings and suggests changes or modifications to improve existing programs. Applies information/results of research and studies to program.
5.Leads the development of new and revised online professional development resources and online learning communities.
6.Provides leadership for the development and maintenance of the MCPS Online Learning Community in MyMCPS.
7.Consults with MCPS staff members in the area of best practices in instructional technology and professional development using technology.
8.Identifies areas of professional development needs and provides consultation to staff for utilizing technology to identify needs.
9.Leads student online learning program.
10.Develops proposals for external funding to support program improvements.
11.Evaluates and assesses the impact of professional development and provides consultation to staff for utilizing technology to evaluate and assess professional development.
12.Prepares required reports and annual budget requests; manages expenditures and accounts for activities; recommends allocation of grant funds according to need and best utilization; maintains files, records, and/or expenditure controls.
13.Collaborates with other MCPS offices and departments to develop innovative practices and products.
14.Participates in interviewing and hiring.
15.Under direction performs other duties as assigned.
