SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the associate superintendent of finance, serves as primary staff liaison to the MCPS Employees Retirement and Pension System and Other Post Employment Benefits Board of Investment Trustees. Serves as program director for defined contribution plan. Acts as liaison between the Board of Investment Trustees and a diverse range of internal and external contacts, including investment professionals, consultants, financial advisors, money managers, etc. Analyzes and evaluates financial investment instruments and financial services, prepares and presents comprehensive financial reports, and develops and oversees investment policy and strategy designed to maximize investment return for the MCPS Retirement and Pension Systems, the Other Post Employment Benefit Trust, and the Active Retired Health and Life Trusts.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Extensive knowledge of the theory and techniques of investment management, capital markets, business cycles, and corporate and public finance. Extensive knowledge of current practices and principles and procedures relating to pension fund administration, reporting, and regulation. Knowledge of federal, state, and local laws affecting pension plan administration and duties of fiduciaries. Demonstrated ability to analyze and interpret complex investment data and reports and to effectively communicate complex and technical financial information and concepts both orally and in writing. Demonstrated ability to establish effective working relationships with trustees, MCPS management, money managers, investment professionals, and consultants which provide services to the Board of Investment Trustees and MCPS pension plans. Ability to recognize financial investment trends and developments and provide timely financial advice and investment strategy recommendations consistent with those trends. Ability to exercise judgment and respond to time-sensitive issues which may affect the value of plan assets. Proficient in Microsoft Office software. This position requires the knowledge and application of the six leadership standards established for the Montgomery County Association of Administrators and Principals (MCAAP) Administrative and Supervisory Professional Growth System (MCAAP PGS).
EDUCATION, TRAINING, AND EXPERIENCE: Bachelor's degree from an accredited college or university. Advanced training in the investment of retirement plan financial assets required. Extensive experience in managing and investing retirement plan financial assets, analyzing and evaluating financial investment instruments and money managers on behalf of a large public pension fund, and analyzing, evaluating, and selecting money managers and developing investment strategies for a large public pension fund. Other combinations of applicable education, training, and technological experience that provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Professional certification in securities analysis, or the investment of financial assets preferred.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Researches, plans, develop, and implements investment program and strategies to meet the Board of Investment Trustee's long-term objectives, particularly investment policy.

Works with custodian bank and investment managers to implement programs, strategies and regulatory requirements relating to the investments of the trust.

Serves as primary staff liaison to Trustees for the MCPS Active and Retired Health and Life Trust.

Provides direction and oversight of plan carriers.

Prepares policy and procedures documents for Board of Investment Trustees and resolutions for the Board of Education.

Reviews and implements contractual agreements with investment managers and other service providers.

Analyzes and evaluates effectiveness of 403(b) and 457 (b) plan carriers offered to MCPS employees, recommends changes to programs, and oversees process for selection or removal of carriers.

Oversees the operations of the contracted common remitter function, the defined contribution website and all related communications.

Drafts documents for signature of the Board of Trustees, Board of Education, superintendent, deputy superintendent, chief financial officer, and division director.

Drafts articles, solicits input from others, and serves as consultant to the employee communications program as it applies to retirement and investment programs.

Develops and presents monthly performance reports to MCPS management and prepares annual report to the Board of Education.

Performs related work as required.
