SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the Director of Investments, the Senior Manager helps to implement, monitor, and manage the investment activities for the Montgomery County Public Schools (MCPS) Retirement System Trust (pension), assists in monitoring the investment menu and communications for the MCPS defined contribution plans, and assists in the supervision of other members of the investment team and serves a key role in managing the service providers and advisors for the pension and defined contribution plans including investment managers, consultants, attorneys, custody banks, and actuaries.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: A strong working knowledge of capital markets, investment theory, and portfolio strategy. Ability to critically evaluate, select and monitor service providers and advisors. Demonstrated ability to strategically assess trends in the markets and to identify the areas of potential interest for the pension and defined contribution plans. Ability to interpret complex data and reports and to effectively synthesize and communicate technical financial concepts both orally and in writing. Ability to work independently. Ability to multi-task and prioritize among time-sensitive tasks. Ability to supervise staff and promote their professional development. Strong computer and financial modeling skills. Intellectual curiosity and continual self-development. Ability to acquire knowledge of and meet the standards established for the MCAAP Professional Growth System.
EDUCATION, TRAINING, AND EXPERIENCE: Bachelor's degree from an accredited college or university. Major in Accounting, Economics, Business Administration, Finance, or related field preferred. Minimum ten or more years of professional experience demonstrating advanced knowledge and competence in asset allocation, public/private markets investment, asset management or investment consulting.
CERTIFICATE AND LICENSE REQUIREMENTS: MBA or professional designation such as Chartered Financial Analyst (CFA) preferred.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) None
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Position requires periodic night and weekend work to meet deadlines. Occasional travel to attend meetings with investment managers and investment conferences.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Assists in implementing an investment policy and asset allocation that, in keeping with the objectives of the Board of Investment Trustees, prudently positions the portfolio to pay benefits in a timely manner and to exceed its actuarial rate of return. Researches and evaluates asset classes, investment products and investment managers for inclusion in the pension portfolio or on the investment menu for the defined contribution plans. Reviews and implements contractual agreements with investment managers and service providers. Monitors the performance of existing investment managers in the portfolio. Assists in evaluating for replacing investment managers when necessary. Assists in managing the relationships with investment consultants and custodian bank. Coordinates rebalancing of pension plan assets and liquidity management. Participates in development of communications pieces and materials regarding pension and defined contribution plans. Assists in the supervision and professional development of investment team staff. Contributes to the development of policies and procedures that is consistent with best practices in public pension fund and defined contribution plans management. Contributes to special projects as needed. Performs related duties consistent with the scope and intent of the position.
