SUMMARY DESCRIPTION; PHYSICAL DEMANDS; AND SPECIAL REQUIREMENTS: Summary Description: Under direction of the Director of Employee and Retiree Service Center (ERSC), supervises the technology and reporting activities of the unit. Ensures broad access to accurate and timely information using a fully integrated suite of business applications including, but not limited to, Human Capital Management (HCM) System, and the Lifeworks Retirement System, Employee Self-Service (ESS), Document Imaging and other systems used by the unit. Facilitates workforce reporting, regulatory reporting and data analytics requests. Leads the technical support of daily business operations of ERSC in the functional areas, collaborating with subject matter experts in Salary and Position Administration, Time and Labor Payroll, Benefits, Retirement, Workers Compensation and absence management. Supports operational enhancements such as identification of requirements, planning, management and, process improvement. Develops and delivers unified training of ERSC department users and documents system specifications and related process improvements. Coordinates and supports the planning and execution of system modifications in collaboration with technical and functional teams. Physical Demands: None. Special Requirements: Ability to work a flexible schedule, including evening or weekends to meet deadlines.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE SKILLS ABILITIES: Knowledge of Oracle Human Capital Management Systems including Payroll, Benefits, Absence Management, Workers Compensation, Salary and Position Administration, and Time and Labor. Demonstrated knowledge of the interrelationships among these areas and their impact on employee lifecycle events, regulatory compliance, and organizational operations. Knowledge of retirement management systems, document imaging systems, system integration and workflows that support ERSC daily operations. Considerable knowledge of the organization, functions and operations of Montgomery County Public Schools, or a similarly complex organization. Thorough understanding of employee benefit, retirement administration, position and salary administration, absence management and payroll functions. Demonstrated ability to train, coach, supervise and lead team members. Effectively plan, organize and establish priorities. Ability to manage multiple complex projects simultaneously in a fast-paced, deadline-driven environment. Proven ability to work under pressure, adapt to changing priorities, and deliver high-quality results within established timelines. Energetic self-motivated and proactive with the ability to quickly learn and implement new software applications and business processes as they become available. Skilled in planning, coordinating, and managing multiple tasks and initiatives concurrently while maintaining accuracy and attention to detail. Excellent communication, collaboration and interpersonal skills with the ability to build effective working relationships across all levels of the organization and communicate complex information clearly to diverse audiences. Knowledge of the seven core competencies of the Supporting Services Professional Growth System (SSPGS) and the ability to apply them effectively in supervising, coaching, developing, and evaluating staff. Knowledge or ability to quickly obtain and apply the six leadership standards that have been established for the Montgomery County Association of Administrators and Principals (MCAAP/MCBOA) Professional Growth System (PGS).
EDUCATION, TRAINING AND EXPERIENCE; CERTIFICATE AND LICENSE REQUIREMENTS: Education Training Experience: Bachelor’s degree from an accredited college or university in computer science, technology, information management systems, or related field is required. Two or more years’ experience working with HCM systems using Oracle Business Intelligence (BI) and Oracle Transactional Business Intelligence (OTBI) reports or comparable reporting tools is required. In addition, progressively responsible professional experience, typically gained through approximately five years of experience, demonstrates increasing scope and complexity of work in technology, data analytics, reporting, or human resources systems within a large or complex organization.Experience using programming languages, tools, and database management software including Microsoft Office (MS Access, MS Excel, and PowerPoint), strong SQL, Visio, Oracle Business Intelligence (BI) and Oracle Transactional Business Intelligence (OTBI) reports. Demonstrated project management and team leadership experience, with the ability to plan, coordinate, and oversee complex initiatives from inception through implementation. Other applicable training and experience, which provide the knowledge, abilities, and skills necessary to perform effectively in the position, will be considered.  Certificate License: None.

DUTIES AND RESPONSIBILITIES:

Example Duties: Supervises the daily operations of the ERSC technology and workforce reporting team. Prioritizes the operational requests for data and services from within and outside the unit. Evaluates daily operations to identify and address training and process improvement opportunities. Responsible for facilitation, documentation, development of feasible solutions, and problem resolution related to process improvement and data analysis, integrity following effective meeting guidelines. Collaborates with MCPS public information office in fulfilling the data requests from the external organizations including Maryland Public Information Act (MPIA) and Freedom of Information Act (FOIA) requests.  Leads the functional-technical administration and serves as a bridge between business operations of absence management, payroll, benefits, salary and position administration, workers compensation and retirement and Information Technology Department. Collaborates with the Senior Specialist, Benefits, maintains and updates the annual setups, rates and system configuration management activities needed for annual benefits open enrollment processes. Supports and coordinates data and systems-related activities associated with 1095C, Affordable Care Act (ACA) compliance, including reporting processes and data validation in collaboration with designated program leads.   Collaborates with the Senior Specialist, Retirement, in developing and entering pension rates into the HCM based on the Aon Annual Review and Actuarial Valuation of the Employee Retirement and Pension Systems to ensure payroll and retirement system accuracy. Collaborates with the Senior Specialist, Payroll, in processing HDL and HDSL load. Collaborates with the Senior Specialist, Salary and Position Administration, in implementing provisions of the contract. Responsible for the on-going operations and enhancements of document imaging (Docuware) within ERSC. Ensures project schedules are developed, timelines are met, and implementation is completed in a manner that supports ERSC project goals and objectives. Coordinates the collection and analysis of data to produce reports, visualization supporting Government Accounting Standards Board (GASB), Office of Legislative Oversight, Audit requests, AON census requests, Other Post-Employment Benefits (OPEB), and internal and external audits conducted by federal and state agencies. Works closely with staff from the Department of Information Services in testing system enhancements and represents functional users, and requirements. Coordinates with internal teams, external vendors and agencies, including the Maryland State Retirement Agency, Maryland State Department of Education, insurance carriers, flexible spending administrators, retirement payment systems, life insurance vendors, and other third-party providers to ensure data integrity and seamless system operations. . Develops and delivers technical training programs of various formats for ERSC staff and departmental users including preparation of training materials. Provides direction to team members related to benefits/retirement, data analytics and workforce reporting in support of budget process, labor contract negotiations, mandated requirements and other information requests. Prepares workforce information reports using Oracle Business Intelligence (BI), Oracle Transactional Business Intelligence (OTBI) reports, Excel, Access, and other appropriate software packages during high peak workforce reporting requests. Maintains strong working knowledge in Microsoft Office, SQL, Human Capital Management System using Oracle Business Intelligence (BI), Oracle Transactional Business Intelligence (OTBI) reports, Lifeworks (LW), and Docuware. Maintains system tables and other system set up requirements including but not limited to the annual upgrade of benefit and pension rates, active and retiree benefit plan enhancements/modifications, etc. Ensure deadlines are met. Participates in meetings to plan, test, and implement changes to the Human Capital Management System as needed. Works closely with Managed Services, technical teams, and business stakeholders to track, and resolve system issues through the JIRA. Performs related duties consistent with the scope and intent of the position.
