SUMMARY DESCRIPTION; PHYSICAL DEMANDS; AND SPECIAL REQUIREMENTS: Summary Description: Under direction, facilitates the preparation and processing of payrolls. Using a variety of data sources and reports, edits payroll data files to assure accurate processing of teacher, substitute, extra-curricular and other payrolls, and to research and correct payroll problems. Works with accounting and other offices to instruct operating personnel in new payroll procedures and their implementation. The work requires an understanding of how large payrolls are produced and of the actions that impact them. Physical Demands: None Special Requirements: Ability to work nights and weekends as required. Annual leave limited during specified timeframes.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE SKILLS ABILITIES: Thorough knowledge of payroll processing and related office procedures, Lawson HRIS. Thorough knowledge to resolve problems and inquiries from managers, employees, federal, state, and private agencies. Considerable knowledge of various laws, regulations, union agreement requirements, and Board policies for application to appropriate payroll processes. Excellent communication and interpersonal skills with a demonstrated commitment to exemplary customer service.
EDUCATION, TRAINING AND EXPERIENCE; CERTIFICATE AND LICENSE REQUIREMENTS: Education Training Experience:Bachelors degree in Business administration, accounting, payroll, etc. Five years or more direct experience with large scale computerized financial, accounting, and payroll systems. Five years or more supervisory experience managing staff payroll processing, providing effective customer service to staff and retirees. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.Certificate License:None

DUTIES AND RESPONSIBILITIES:

Example Duties:Provides day to day management and distribution of workload to the payroll teamCollaborates with ERSC leadership team to analyze and implement payroll resulting from contract changes to compensation and benefits programs ensuring compliance with negotiated agreements, changes in benefits plans, regulatory and other requirements.Advises ERSC director and MCPS executive staff on payroll mattersMonitors and implements regulatory changes resulting from IRS guidelines.Participates in the daily processing of payroll actions Answers payroll-related questions and resolves problemsWorks with data processing staff and others to implement changes and new procedures Develops and recommends forms layout and processing procedures, and participates in testing new proceduresWrites procedural instructions for payroll assistants and operating personnelInteracts with Call Center and other staff on payrolls mattersResponds to inquiries and writes correspondenceSupports and coaches employees development to continually improve customer service.Works with staff to develop career goals and progression opportunities.Knowledge and application of the Professional Growth Systems (PGS) established for the Montgomery County Association of Administrators and Principals (MCAAP/MCBOA), and the Supporting Services (SEIU) Professional Growth System (SSPGS).Performs related duties consistent with the scope and intent of the position.
