SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the director of the Department of Business Information Services, in the Office of the Chief Technology Officer, supervises, develops, implements, and ensures timely and effective support for a variety of solutions essential to the operation of schools and central offices. Provides guidance and directions in supervising staff including the use of best practices for application development and support, and continued process improvement. Establishes and maintains operational processes and schedules that ensure support for day-to-day operations and periodic upgrades. Engages in management of budget and resources of the unit. Collaborates with key stakeholders including central services staff, school-based staff, as well as business partners to develop and implement technology solutions.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Through knowledge of and experience with implementing information and educational technologies, methodologies, and best practices. Knowledge and experience with supervisory policies and practices. Knowledge of and experience with requirements gathering, process mapping and management, and project management. Knowledge of and experience with budgeting and fiscal planning. Experience managing external providers of products and consulting services. Knowledge of technology areas such as application software, infrastructure, servers, networks, enterprise solutions, and emerging technologies. Ability to collaborate with other departments and offices to identify and accommodate user requirements. Ability to develop plans of action. Ability to track, prepare budgets and track financial purchases. Strong analytical and technical skills. Excellent communication and interpersonal skills. Demonstrated problem solving skills that proactively address business needs and requirements with innovative, creative, and cost-effective solutions. Ability to motivate, coach, and develop the capacity of staff. Ability to manage and motivate a diverse technology group in a fast-paced environment. Ability to work under pressure, meeting multiple and sometimes competing deadlines. Knowledge and application of the six leadership standards that have been established for the Montgomery County Association of Administrators and Principal (MCAAP/MCBOA) Professional Growth System (PGS).
EDUCATION, TRAINING, AND EXPERIENCE: Bachelors degree from an accredited college or university. Computer Science or Information Technology degree preferred. Coursework and training should include computer science, information management, business management, financial management, and project management. Training in project and process management methodologies and practices. Experience with software development, computer networks, integrated components, and enterprise systems. Five years or more experience in the development and delivery of technology solutions and supporting the technology needs of end users. Two years or more experience within K-12 school systems is preferred. Documented experience in integrating new technologies, resolving technical problems, managing enterprise-wide technology projects, and providing staff leadership required. Financial management and strategic planning experience required. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Plans, develops, and manages assigned staff.

Develops and manages projects and staff associated with the development, delivery and support of identified applications/product solutions.

Ensures effective support for the day-to-day operation and periodic upgrades for key operational systems serving schools and offices.

Assists in the development of user requirements for technology projects being implemented by the Office of the Chief Technology Officer.

Provides guidance, mentorship, and supervision to staff.

Participates in the budget process to inform fiscal decisions related to department and office expenditures.

Liaises with principals, teachers, and central office staff to ensure program is compatible with student learning goals, curriculum changes, and program requirements where technology is part of the solution.

Aligns project priorities with the vision of the department and the MCPS enterprise.

Collects, analyzes data and makes recommendations to effectively manage or improve program and/or support to end user.

Stays abreast of current technologies and trends in the information technology industry.

Develops policies and procedures to provide guidance to schools and offices as part of the change management process.

Oversees and coordinates customer satisfaction survey(s).

Coordinates with and provides expertise to other MCPS offices as appropriate.

Understands and applies principles of performance evaluation and professional growth for employees.

Performs related duties consistent with the scope and intent of the position.
