SUMMARY DESCRIPTION OF CLASSIFICATION: Under the direction of the Office of the General Counsel (OGC), facilitates MCPS processes with the Board of Education (Board) and the superintendent of schools for the development and revision of Board policies and MCPS regulations that comply with state and federal laws. Serves as OGC's liaison to the Board¿s Policy Management Committee and senior leadership staff on policy/regulation matters. Effectively communicates system practices; ensures alignment of processes and work product (policies, regulations and system¿s guiding documents) with the MCPS strategic plan and support student achievement, including: facilitating review and approval processes for targeted policy and regulations on a regular basis; researching, drafting, editing, or advising on the preparation of policies, regulations, and presentation materials necessary for the policy/regulation development process; providing technical consultation and/or project team coordination and project management support to representatives of responsible offices, departments, and divisions in the review, update and revision of individual policies and regulations; and reviewing all policy and regulations updated by responsible offices for accuracy, clarity, and simplicity and ensure alignment with current practice and compliance with federal, state, and local mandates.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of the MCPS organization and structure, and function of policy/regulations and other district guidance documents containing policy or regulatory content. Working knowledge of federal, state and local laws as they may relate to Board policies and MCPS regulations. Ability to analyze and interpret federal, state and local laws and apply to Board policies and MCPS regulations. Excellent written and oral communications and presentation skills, and interpersonal skills, including experience with group facilitation and project team leadership and coordination. Excellent project management skills, including ability to delegate and train others providing project support. Must be able to engage high level staff/Board members calmly and professionally and present accurate information under pressure and in public settings. Strong leadership skills to facilitate collaboration among, and provide technical assistance and training to, staff in other departments to meet policy/regulatory goals. Ability to utilize MS Office products. Self-motivated and able to meet deadlines.Ability to facilitate virtual or hybrid meetings. Knowledge of and the ability to meet the seven core competencies of the Supporting Services Professional Growth System (SSPGS).
EDUCATION, TRAINING, AND EXPERIENCE: Bachelor's degree required. Master's degree preferred. College course work in public administration, sociology, public policy, or closely related subject areas that develop research with original source documents and writing skills. Experience with policy development in the field of K-12 public education preferred. Other combinations of applicable education, training, and experience equivalent to a Master's degree, which provides the knowledge, skills, and abilities necessary to perform effectively in the position, may be considered.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

1. As OGC's liaison to the Board's Policy Management Committee, closely coordinates with members of the Senior Leadership Team (SLT) and Board staff to establish agendas and facilitate regular meetings of the Policy Management Committee.
2. Regularly presents policies to the Board and the Policy Management Committee.
3. Develops the annual Policy Management Committee work plan; organizes and coordinates this work across multiple milestones.
4. Coordinates and prepares responsible office leadership presenting to the Board;
5. Trains staff from other MCPS offices on how to write and present policies/regulations to the Board and SLT.
6. Prepares advisory analyses of actions by the Maryland General Assembly for the Board upon request by the Board¿s coordinator of legislative affairs.
7. Collaborates with school, central office, employee association representatives, and community-based stakeholders regarding the development and revision of policies to ensure that all interests are considered and reflected, as appropriate; and provides technical assistance to responsible offices conducting stakeholder engagement in support of policy development, through the development of stakeholder engagement plans, benchmark analyses, stakeholder feedback instruments, and other tools to facilitate collaborative engagement.
8. Leads and/or participates in numerous system-wide cross-functional teams to implement policy and regulatory requirements, as well as state and federal requirements, including: advising staff on the implementation of Board policies and MCPS regulations and federal regulations; and providing school system responses for internal and external questions regarding the interpretation and application of Board policies and MCPS regulations.
9. Supervises legal interns; trains and substantially directs the work of the OGC legal secretary supporting policy/regulation logistics involved in completing this work for approval and publication.
10. Initiates and leads policy/regulation development meetings with senior level staff.
11. Initiates and coordinates cross-functional teams to review and revise significant guidance documents annually (e.g., Employee Code of Conduct; Student Code of Conduct, Student Rights and Responsibilities)
12. Initiates and leads meetings with Montgomery County staff on policy/regulation-related matters.
