SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the assistant director of transportation, is responsible for supervising the bus attendant/bus operator training program and ensures compliance with federal, state, and local laws, policies, and regulations around licensing; accident investigation and litigation requests; and DOT employee certifications. Employee of this class is also responsible for building, facilitating, and leading the leadership development program for transportation staff. This position also manages the federal drug/alcohol testing program for all eligible transportation employees. The employee in this class is responsible for supervising staff to operate a training program sufficiently broad to meet the immediate and long-range needs of the department and implementing a leadership development program to support supporting services and administrative and supervisory personnel. Work involves considerable contact with supervisory personnel, trainees and employees, other MCPS central office staff, and other partner agencies. Assignments and planning curricula includes affording considerable freedom for exercising discretion and judgment.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Considerable knowledge of leadership and staff development, accident investigation, reporting and related recordkeeping. Current knowledge of all laws and regulations pertaining to student transportation, and school buses type equipment. Ability to determine training needs and to develop and carry through to completion programs designed to meet these needs. Ability to effectively communicate and work well with people. Ability to evaluate new equipment, materials, and work methods against established training programs and to recommend or initiate revisions when needed. Ability to supervise training and staff development staff. Skill in the presentation of industrial-type training programs. Skill in developing instructor ability in others. Excellent written and oral communication and human relations skills. Demonstrated ability to supervise and evaluate staff and implement the Supporting Services Professional Growth System (SSPGS). Knowledge and application of the MCPS Professional Growth Systems (PGS) including the Supporting Services Professional Growth System and the Administrative and Supervisory Professional Growth System.
EDUCATION, TRAINING, AND EXPERIENCE: Bachelor's degree required. Coursework in transportation, defensive driving, driver safety training, first aid, and staff development. Considerable experience in the field of transportation training and safety, preferably including experience in a school system. Supervisory experience in the transportation field required. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Possession of a Maryland State Department of Education Certificate to train school bus personnel. Possession of a valid Maryland class B commercial driver's license with passenger, air brake and cargo endorsements, or equivalent.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) Ability to meet prescribed pre-employment and annual physical examination and testing requirements. Ability to complete pre- and post-trip bus inspections. Ability to lift heavy objects 50 lb minimum. Must be able to sit for long period of time in the bus driver's seat, reach the steering wheel and pedals, and wear the seat belt properly every day.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Ability to work overtime, as required.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

In coordination with appropriate administrative, operating, and staff personnel, supervises and leads the general direction of new bus attendant/bus operator and ongoing staff/leadership development courses or training sessions designed to provide necessary training for transportation employees, including but not limited to the following areas: new employee orientation; managerial and supervisory training, use and operation of new material or equipment; instructor training.

Leads a team that conducts all aspects of bus and fleet accident investigation and other transportation safety-related matters; liaises with the Office of the General Counsel, Risk Management, and other parties to provide information and data related to accidents and litigation.

Ensures compliance with all regulatory requirements including meeting standards of the U.S. Department of Transportation Federal Motor Carrier Safety Administration Entry-Level Driver Training, the Maryland State Department of Education Office of Pupil Transportation and Emergency Management driver/attendant curriculum, and the Code of Maryland Regulations.

Coordinates, facilitates, and leads department-wide and cross-office training courses to build staff and leadership capacities through the lens of equity and the MCPS vision ensuring accessibility and engagement.

Supervises the federal drug/alcohol testing program as required by law and federal regulations including the confidential scheduling and selection of employees, and coordinating with providers and the Department of Compliance and Investigations to ensure policies and processes are maintained.

Participates on internal and external workgroups and committees such as the Montgomery County Vision Zero and Fatal Crash Review Team; Career Development and Educational Improvement (CDEI) Committee; school construction teams; and the Office of Human Resources Career Pathways workgroup.

In consultation with the bus operations manager, assistant director, and director of transportation, assesses, evaluates, and makes recommendations for the eligibility of candidates and current staff to remain in safety-sensitive functions.

Analyze, evaluate and monitor the impact of training and the development of leadership pipeline within the department.

Co-chairs the Bus Accident Review Board.

Performs related work as required.
