SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the Chief Safety Officer, coordinates security of schools, facilities, persons, and property within MCPS. Provides safety, security, and emergency preparedness consultation to school, central office, and facility administrators, security staff, and other MCPS employees as needed. Provides direct security assistance and advice to school administrators, school-based security teams, and others; supervises safety/security functions. The supervisor is responsible for conducting performance evaluations and job-related counseling/coaching of cluster security coordinators, the safety and security training coordinator, safety/security rovers, electronic detection staff and other administrative, support staff within the Department of Systemwide Safety and Emergency Management. Meets regularly and collaborates with chief safety officer regarding all security matters, metrics, safety and security concerns, development and improvement of protocols, security practices, training and planning with an equity focus. Works collaboratively with the trainer to ensure continuous training and professional growth opportunities for all security personnel. Follows and enforces all safety and security policies and procedures; conducts and supervises complex investigations; oversees school/facility emergency preparedness efforts; manages and responds to information received from the safety tipline; and serves as a liaison to public safety and emergency management agencies. Supports the Districtwide Incident Command Team in responding to and managing a significant emergency incident. Provides direct on-scene support to schools/facilities in a serious incident or significant emergency incident. Oversees technical security functions such as CCTV, Access Control Systems, Visitor Management, Alarm Control, and other communication systems. Serves in an after-hours and on-call capacity to address safety and security concerns.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of procedures and practices for ensuring the safety and welfare of others. Knowledge of behavior management techniques. Demonstrated knowledge of investigative and security procedures. Knowledge of school and MCPS policies and procedures regarding school security and standards of student behavior. Awareness of restorative justice and restorative practices, antiracism, and equity, and how these concepts relate to security and safety practices and department management. Excellent oral and written communications and human relations skills. Ability to routinely utilize current technology to document and track information and to communicate to MCPS staff and the community. Knowledge of the latest security technology including surveillance cameras, access control systems, visitor management systems, and communication devices and the ability to use the latest technology. Knowledge of and the ability to meet the seven core competencies of the Supporting Services Professional Growth System (SSPGS).
EDUCATION, TRAINING, AND EXPERIENCE: Bachelor's degree in criminology, law enforcement, or related fields. Five or more years of law enforcement/security experience in investigation and safety and security of persons and property preferred. Demonstrated 2-3 years of successful supervisory experience. Training in current security practices and technology. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: First aid and CPR certification required and fulfilled within one year of hire in this position. Valid class C driver's license required.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) Sufficient physical strength to intervene in fights and physically restrain persons when necessary. Stamina to spend long periods of time walking and standing. Ability to patrol MCPS property outdoors in inclement and extreme weather conditions. Ability to move, lift, carry, push, pull, and place objects weighing less than or equal to 50 pounds without assistance. Ability to assist with moving, lifting, carrying, and placing of objects weighing in excess of 75 pounds.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Required to occasionally work overtime.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Serves as central point of contact for coordination of MCPS school, central office, and facility security efforts.

Assesses security needs of facilities and schools through site visits, data and staff reports and assigns security personnel; and directs staff on mitigating and corrective measures as needed.

Provides recommendations to school principals, directors, and other administrators on issues of maintaining a safe and secure learning and working environment.

Performs security assessments of MCPS property and functions; reports results; and advises/facilitates the implementation of corrective actions or measures as needed.

Collaborates with the department's trainer to craft the professional learning and training needed for security staff members and staff about security related topics.

Collaborates across the district to create a preventive approach and emergency response approach to potential safety situations.

Creates a solution to identified issues.

Applies principles and practices that govern restorative practices and approaches in all areas of work.

Represents the school system in criminal court cases as necessary.

Provides support for law enforcement and department of personnel staff in criminal and administrative investigations on MCPS property.

Responds to central office security incidents.

Supervises and evaluates professional development program and safety and security training, including crisis preparedness training and support to all security staff and other staff.

Analyzes security trends through serious incident reports, making recommendations to director based on trends.

Serves as a liaison with the county police district commanders and local police chiefs in the areas of assigned clusters.

Maintains confidentiality of proprietary information.

Understands and applies principles of performance evaluation and professional growth for employees.

Participates in labor/management and new school security processes, emergency drills, and provides safety, security, and emergency preparedness training to stakeholders.

In conjunction with the chief safety officer, conducts interviews, hires, and performs evaluations for security personnel.

Performs related duties consistent with the scope and intent of the position.
