SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the assistant director of transportation, is responsible for supervising and leading the professional development program opportunities for all transportation employees including supervisory staff, bus attendants, and bus operators. Employee of this class is also responsible for building, facilitating, and co-leading the leadership development program for transportation administrators and other supervisory staff including depot managers, cluster managers, and bus route supervisors. This position also manages the federal drug/alcohol testing program for all eligible transportation employees. The employee in this class is responsible for coordinating staff to operate a training program sufficiently broad to meet the immediate and long-range needs of the department and implementing a leadership development program to support supporting services and administrative and supervisory personnel. Programming includes first-aid and safety-related topics for transportation employees as well as planning, coordinating, and implementing other offerings such as technology, communication, and other workshops during middays, no work/no pay days, etc. Work involves considerable contact with supervisory personnel, trainees and employees, other MCPS central office staff, and other partner agencies. Assignments and planning curricula include affording considerable freedom for exercising discretion and judgment.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Considerable knowledge of leadership and staff development, reporting and related recordkeeping. Current knowledge of all laws and regulations pertaining to student transportation. Ability to determine training needs and to develop and carry through to completion programs designed to meet these needs particularly for adult learners. Ability to effectively communicate and work well with people. Ability to evaluate new equipment, materials, and work methods against established training programs and to recommend or initiate revisions when needed. Ability to coordinate and supervise training and staff development staff both within and outside of the department. Skill in the presentation of industrial-type training programs and in front of large audiences either in-person or virtually. Skill in developing instructor ability in others. Excellent written and oral communication and human relations skills. Demonstrated ability to supervise and evaluate staff and implement the Supporting Services Professional Growth System (SSPGS). Knowledge and application of the MCPS Professional Growth Systems (PGS) including the Supporting Services Professional Growth System and the Administrative and Supervisory Professional Growth System.
EDUCATION, TRAINING, AND EXPERIENCE: Bachelor's degree or equivalent experience required. Coursework in transportation, defensive driving, driver safety training, first aid, professional growth and staff development desired. Considerable experience in the field of transportation training and safety or staff development, preferably including experience in a school system. Supervisory experience in the transportation or other operational fields required. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Possession of or the ability to maintain a Maryland State Department of Education Certificate to train school bus personnel. Valid Driver's license required.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) Must be able to sit for long period of time in the bus driver's seat, reach the steering wheel and pedals, and wear the seat belt properly every day.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Ability to work attend and facilitate midday, afternoon, and evening training courses and meetings, and the ability to work beyond a 40 hour week, as required. Travel to various sites, depots, and schools required.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

In coordination with appropriate administrative, operating, and staff personnel, supervises and leads the general direction of professional development for transportation employees including supervisory staff, bus attendants and bus operators; coordinates and facilitates ongoing staff/leadership development courses or training sessions designed to provide necessary training for transportation employees, including but not limited to the following areas: new employee orientation; managerial and supervisory training, use and operation of new material or equipment; instructor training.

Ensures compliance with all regulatory requirements including meeting standards of the U.S. Department of Transportation Federal Motor Carrier Safety Administration Entry-Level Driver Training, the Maryland State Department of Education Office of Pupil Transportation and Emergency Management driver/attendant curriculum, and the Code of Maryland Regulations. This includes developing, coordinating, and implementing biannual in-service trainings and regular professional development opportunities throughout the school year and summer.

Coordinates, facilitates, and leads department-wide and cross-office training courses to build staff and leadership capacities through the lens of equity and the MCPS vision ensuring accessibility and engagement.

Supervises the federal drug/alcohol testing program as required by law and federal regulations including the confidential scheduling and selection of employees, and coordinating with providers and the Department of Compliance and Investigations to ensure policies and processes are maintained.

Participates on internal and external workgroups and committees such as the Montgomery County Vision Zero and Fatal Crash Review Team; Career Development and Educational Improvement (CDEI) Committee; school construction teams; and the Office of Human Resources Career Pathways workgroup.

In consultation with the bus operations manager, assistant director, and director of transportation, assesses, evaluates, and makes recommendations for the eligibility of candidates and current staff to remain in safety-sensitive functions.

Analyzes, evaluates and monitors the impact of training and the development of leadership pipeline within the department. This includes conducting focus groups, surveying employees, and utilization of other tools to solicit and gather feedback about the desires of transportation employees related to learning opportunities and professional growth.

Proactively engages and collaborates with cross-office partners to align professional growth and development with other operations departments and divisions.

Oversees the peer coaches and bus attendant/bus operator mentor program to improve communication and build understanding with new employees, and strengthen relationships and maximize employee retention.

Sits as a member of the transportation labor management committee.

Performs related work as required.
