SUMMARY DESCRIPTION OF CLASSIFICATION: Under the direction of the director of the Department of Technology Integration and Learning Management Systems (DTILMS) in the Office of the Chief Technology Officer (OCTO), serves as the lead for the coordination and implementation of learning management and enterprise systems to improve and streamline operations for schools and offices. Provides project and process management leadership, oversees the work of teams and stakeholders, uses project and process management tools and techniques, and monitors progress to assure effective implementation of and customer satisfaction with solutions. Works with functional and technology leadership in formulating project teams, providing leadership in coordinating the work of the teams including steering committees, and core team members, as well as working with internal and external stakeholders/vendors. Collaborates with OCTO and MCPS leadership in leading teams who develop user requirements, obtain feedback from stakeholders, develop and implement change management, and conduct system acceptance. Evaluates options and formulates solutions, assesses overall feasibility, determines current and future cost models, develops timelines, and aligns with functional and
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge and experience with core enterprise systems and how they work together to integrate as a coherent platform. Considerable knowledge of how to plan, coordinate, and manage all activities related to the design, development, implementation and maintenance/support of systems. Ability to lead and motivate others, with a flexible management style to supervise and work with a variety of diverse end users with a variety of backgrounds and knowledge to translate requirements into high level technical architectures. Must have excellent interpersonal, communication, and organizational skills.
EDUCATION, TRAINING, AND EXPERIENCE: Bachelors degree from an accredited college or university required. Five years or more experience in all phases of the development life cycle of enterprise and integration of systems in order to create a coherent platform. Demonstrated experience in the use of project and development management tools such as Microsoft Project, Team Foundation Server, Google, or other tools desired. Documented personnel leadership and experience serving as a mentor and role model.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Works as part of a team to develop and maintain enterprise architectures for enterprise systems.
Manage Enterprise Systems IT teams and ensures projects including upgrades, replacements and maintenance adhere to standards and meet delivery criteria.

Assists project team members in all phases of the application development life cycle.

Ensures that projects meet business requirements and goals, fulfill end-user requirements, or identify and resolve systems issues.

Reviews and evaluates existing system effectiveness and efficiency and develop strategies for improving and leveraging these systems more efficiently.

Provides oversight to ensure that timelines are communicated and met and stakeholders receive complete and accurate documents and materials.

Provides guidance, resources, and a continuum of support for team members ranging from business operational and technology requirements to involvement in the team.

Conducts sessions with users and stakeholders to identify requirements, gather feedback, and provide communication on progress.

Engages users in change management processes leading to customer acceptance and satisfaction with solutions.

Leads functional and technical teams on the development of business solutions.

Resolves conflicts arising with teams, product direction, decision making, etc.

Meets with users and/or vendors to address or resolve requirements, design, integration, and implementation issues.

Leads team analysts in the design of applications.

Makes recommendations involving changes to logical or physical database structures to improve efficiency or correct problems.

Leads teams who develop requirements, evaluation, and implementation planning.

Leads the teams who develop interfaces to allow commercial off-the-shelf applications to operate efficiently and accurately with MCPS systems.

Serves as the product manager and development manager in determination of system characteristics and function points.

Works with other development managers to estimate level of effort for development of solutions.

Participates in on-going, self-initiated learning to maintain currency in the field of information technology and shares knowledge both formally and informally with others as appropriate.

Understands and applies the six leadership standards that have been established for the Montgomery County Association of Administrators and Principals (MCAAP/MCBOA), and the Supporting Services (SEIU) Professional Growth System (SSPGS).

Performs related duties consistent with the scope and intent of the position.
